The challenge of meeting the Millennium Development Goals, and particularly the halving of poverty and hunger by 2015, is immense; and particularly so in rural areas where nearly half of the population lives on less than one dollar a day and one-third are undernourished. More than two-thirds of the poor in rural areas are smallholder farmers, whose resources, livelihood patterns and income sources are quite heterogeneous. Smallholders as a group, including the non-poor, still dominate most farming systems of developing countries and, on the positive side, account for a majority of rural employment, most food production and significant export earnings.

Fragile and conflict-affected states (FCS) already face higher temperatures than other countries and will be more exposed to extreme heat and weather events going forward. Using innovative approaches, the paper finds that in FCS, climate vulnerability and underlying fragilities—namely conflict, heavy dependence on rainfed agriculture, and weak capacity—exacerbate each other, amplifying the negative impact on people and economies. FCS suffer more severe and persistent GDP losses than other countries due to climate shocks because their underlying fragilities amplify the impact of shocks, in particular in agriculture. At the same time, climate shocks worsen underlying fragilities, namely conflict. Macro-critical adaptation policies are needed to facilitate the immediate response to climate shocks and to build climate resilience over time. Sizeable and sustained international support—especially grants, concessional financing and capacity development—is urgent to avoid worse outcomes, including forced displacement and migration. The IMF is stepping up support to FCS in dealing with climate challenges through carefully tailored policy advice, financing, and capacity development.

The 2013 Annual Trends and Outlook Report (ATOR) contributes to the emerging debate by analyzing Africa’s recent trade performance and future outlook at the global and regional levels, including discussions of the mechanisms of dealing with food price volatility, the scope for increasing trans-border trade, and the potential impacts of weather-related shocks and biophysical factors on intra-regional exports. The ATOR finds that Africa’s share of world trade of goods and services, and specifically of agricultural goods, made a turnaround and started increasing in the 2000s. Also, intra-Africa agricultural exports have grown rapidly in recent years, particularly in calorie terms, thus lessening the continent’s dependence on the West in terms of trade. The Report attributes the improved trade performance to recent improvements in economic growth and infrastructure on the continent, together with higher world prices for some key raw materials.

Debates about public expenditure in the agricultural sector have reopened in many developing and emerging economies because of high budget deficits and changes in public opinion. As a result, agricultural policy in many of these countries is beginning to take a more market-oriented approach to agrarian problems, most notably through the introduction of contract farming. This book explores the policy issues around contract farming and its transformative potential and addresses the lack of empirical research on this topic by focusing on South Asia: principally India, Bangladesh and Nepal. The book first addresses the effects of contract farming (vertical coordination) on productivity, food security indicators (yield, consumption expenditures, prices), employment and input usage.
