Book Description
This report describes the results of a particulate emissions study conducted at the University of California, Riverside, College of Engineering-Center for Environmental Research and Technology (CE-CERT) from September of 1996 to August of 1997. The goal of this program was to expand the database of particulate emissions measurements from motor vehicles to include larger numbers of representative in-use vehicles. This work was co-sponsored by the Coordinating Research Council (CRC), the South Coast Air Quality Management District (SCAQMD), and the National Renewable Energy Laboratory (NREL) and was part of a larger study of particulate emissions being conducted in several states under sponsorship by CRC. For this work, FTP particulate mass emission rates were determined for gasoline and diesel vehicles, along with the fractions of particulates below 2.5 and 10 microns aerodynamic diameter. A total of 129 gasoline-fueled vehicles and 19 diesel-fueled vehicles were tested as part of the program.

Modeling Mobile-Source Emissions

Modeling Mobile-Source Emissions PDF Author: National Research Council
Publisher: National Academies Press
ISBN: 0309171903
Category : Science
Languages : en
Pages : 257

Book Description
The Mobile Source Emissions Factor (MOBILE) model is a computer model developed by the U.S. Environmental Protection Agency (EPA) for estimating emissions from on-road motor vehicles. MOBILE is used in air-quality planning and regulation for estimating emissions of carbon monoxide (CO), volatile organic compounds (VOCs), and nitrogen oxides (NOx) and for predicting the effects of emissions-reduction programs. Because of its important role in air-quality management, the accuracy of MOBILE is critical. Possible consequences of inaccurately characterizing motor-vehicle emissions include the implementation of insufficient controls that endanger the environment and public health or the implementation of ineffective policies that impose excessive control costs. Billions of dollars per year in transportation funding are linked to air-quality attainment plans, which rely on estimates of mobile-source emissions. Transportation infrastructure decisions are also affected by emissions estimates from MOBILE. In response to a request from Congress, the National Research Council established the Committee to Review EPA's Mobile Source Emissions Factor (MOBILE) Model in October 1998. The committee was charged to evaluate MOBILE and to develop recommendations for improving the model.

Smog Check

Smog Check PDF Author: Douglas S. Eisinger
Publisher: Routledge
ISBN: 1136527176
Category : Nature
Languages : en
Pages : 254

Book Description
When federal and state governments battle over environmental regulations, whose approach should prevail? Shortly after passage of the 1990 Clean Air Act Amendments, a controversial U.S. EPA mandate led to an intense conflict between federal regulators and California politicians. The disagreement pitted EPA's required overhaul of auto inspections against California's desire to self-govern its test program - popularly called 'Smog Check.' The conflict nearly upended the Clean Air Act, and triggered dramatic policy shifts throughout the United States. Smog Check presents these struggles in first-hand detail. Eisinger, an EPA official at the time of this conflict, probes deeply into the issues and explores broader questions including: when does it become imperative for agencies to bargain with one another, when should regulatory flexibility and performance-based regulations be favored over command and control approaches, and what should be done when decisions need to be made in the face of scientific disagreement? The book also includes insightful commentary from other EPA participants in the Smog Check controversy. Smog Check's lessons will be relevant to climate change, air pollution control, and numerous other policy challenges.

Urban Airborne Particulate Matter

Urban Airborne Particulate Matter PDF Author: Fathi Zereini
Publisher: Springer Science & Business Media
ISBN: 3642122787
Category : Science
Languages : en
Pages : 663

Book Description
This book presents the most up-to-date research and information regarding the origin, chemistry, fate and health impacts of airborne particulate matter in urban areas, a topic which has received a great deal of attention in recent years due to documented relationships between exposure and health effects such as asthma. With internationally recognised researchers and academics presenting their work and key concepts and approaches from a variety of disciplines, including environmental and analytical chemistry, biology, toxicology, mineralogy and the geosciences, this book addresses the topic of urban airborne particulate matter in a comprehensive, multidisciplinary manner. Topics and research addressed in the book range from common methodological approaches used to sample and analyse the composition of airborne particulates to our knowledge regarding their potential to impact human health and the various policy approaches taken internationally to regulate particulate matter levels.

Evaluating Vehicle Emissions Inspection and Maintenance Programs

Evaluating Vehicle Emissions Inspection and Maintenance Programs PDF Author: National Research Council
Publisher: National Academies Press
ISBN: 0309074460
Category : Political Science
Languages : en
Pages : 261

Book Description
Emissions inspection and maintenance (I/M) programs subject vehicles to periodic inspections of their emission control systems. Despite widespread use of these programs in air-quality management, policy makers and the public have found a number of problems associated with them. Prominent among these issues is the perception that emissions benefits and other impacts of I/M programs have not been evaluated adequately. Evaluating Vehicle Emissions Inspection and Maintenance Programs assesses the effectiveness of these programs for reducing mobile source emissions. In this report, the committee evaluates the differences in the characteristics of motor vehicle emissions in areas with and without I/M programs, identifies criteria and methodologies for their evaluation, and recommends improvements to the programs. Most useful of all, this book will help summarize the observed benefits of these programs and how they can be redirected in the future to increase their effectiveness.
