This unique empirical study focuses on the different quality dimensions of the Madrasa education system in Kerala, southwestern India. Madrasa education is one of the largest networks of non-governmental organisations (NGOs) in the world. Despite originating several centuries ago in a vastly different social and cultural context, it continues to address the educational needs of a large section of the Muslim population in India. Although the Madrasa system has seen many significant developments over time, academia has not paid much attention to its functions, strengths and contributions. Concern for achieving Millennium Development Goals (MDGs) by 2015 has led to a focus on the role that non-state providers (NSPs) can offer in extending access and improving quality of basic services. While NSPs can help to fill a gap in provision to those excluded from state provision, recent growth in both for-profit and not-for-profit providers in developing countries has sometimes resulted in fragmentation of service delivery. To address this, attention is increasingly given in the education sector to developing ‘partnerships’ between governments and NSPs. Partnerships are further driven by the expectation that the state has the moral, social, and legal responsibility for overall education service delivery and so should play a role in facilitating and regulating NSPs. Although religion is almost never a root cause, it often gets pulled into conflict as a powerful element, especially where conflicting parties have different religious identities. Every faith tradition offers resources for peace, and secular policy makers are more and more acknowledging the influence of faith-based actors, even though there remains a tendency to associate religion more with conflict than peace. In this text, practitioners from different faiths relate and explore the many challenges they face in their peacebuilding work, which their secular partners may be unaware of. The contributors are all practitioners whose faith or religious experience motivates their work for peace and justice in such a way that it influences their actions. Their roles are diverse, as some work for faith-based institutions, while others engage in secular contexts. The multiple perspectives featured represent multiple faiths (Muslim, Christian, Hindu, Buddhist, Jewish), diverse scopes of practice, different geographic regions.
