In May 1980, the Joint Chiefs of Staff commissioned a Special Operations Review Group to conduct a broad examination of the planning, organization, coordination, direction, and control of the Iranian hostage rescue mission, as a basis for recommending improvement in these areas for the future. The Review Group consisted of six senior military officers three who had retired after distinguished careers, and three still on active duty. The broad military experience of the group gave it an appropriate perspective from which to conduct an appraisal. Details on the participants, the Terms of Reference they operated under, and their approach to the subject are contained in this document. The Review Group has made its final report to the Joint Chiefs of Staff. Copies have been forwarded to the Secretary of Defense, as have the related, early recommendations of the Joint Chiefs. A highly classified report also has been transmitted to appropriate committees in the Congress. Because it is important that as much detail as possible be made available to the American public, the Organization of the Joint Chiefs of Staff has conducted a declassification review to produce this version. The issues and findings have been retained in as close a form as possible to the original, classified version. In particular, the Executive Summary, Conclusions, and Recommendations remain virtually the same as in the original.

The Mogao Grottoes, a World Heritage Site in northwestern China, are located along the ancient caravan routes—collectively known as the Silk Road—that once linked China with the West. Founded by a Buddhist monk in the late fourth century, Mogao flourished over the following millennium, as monks, local rulers, and travelers commissioned hundreds of cave temples cut into a mile-long rock cliff and adorned them with vibrant murals. More than 490 decorated grottoes remain, containing thousands of sculptures and some 45,000 square meters of wall paintings, making Mogao one of the world’s most significant sites of Buddhist art. In 1997 the Getty Conservation Institute, which had been working with the Dunhuang Academy since 1989, began a case study using the Late–Tang dynasty Cave 85 to develop a methodology that would stabilize the deteriorating wall paintings. Airpower is not widely understood. Even though it has come to play an increasingly important role in both peace and war, the basic concepts that define and govern airpower remain obscure to many people, even to professional military officers. This fact is largely due to fundamental differences of opinion as to whether or not the aircraft has altered the strategies of war or merely its tactics. If the former, then one can see airpower as a revolutionary leap along the continuum of war; but if the latter, then airpower is simply another weapon that joins the arsenal along with the rifle, machine gun, tank, submarine, and radio. This book implicitly assumes that airpower has brought about a revolution in war. It has altered virtually all aspects of war: how it is fought, by whom, against whom, and with what weapons. Flowing from those factors have been changes in training, organization, administration, command and control, and doctrine. War has been fundamentally transformed by the advent of the airplane.
