The methodology used included a documented questionnaire of a carefully selected focus group of fourteen managers and councillors at the Rural City of Wangaratta followed up by a personal interview process. The researcher has published and presented papers about aspects of the research to a number of relevant conferences and seminars dealing with local-government reform and best value. The research finds that the successful application of the new public management paradigm through the culture of best value in Victorian local government indeed does require organisational quality frameworks, fundamental cultural shifts in attitude by senior managers and councillors, and the harnessing of community interest to achieve improved service delivery and governance outcomes. Inhouse service delivery has been shown to be a success at Wangaratta. Whether the adaptation of new public management principles to the regional municipality has made a difference to citizens has proved to be positive but inconclusive.
