After the collapse of the Soviet bloc, there are only five socialist or communist countries left in the world – China, Cuba, Laos, North Korea, and Vietnam – which constitute about one-quarter of the world’s population. Yet, there is little scholarship on their constitutions. These countries have seen varying socioeconomic changes in the decades since 1991, which have led in turn to constitutional changes. This book will investigate, from a comparative and interdisciplinary perspective, how and why the constitutional systems in these five countries have changed in the last three decades. The book then breaks the constitutional changes down into four questions: what are the substantive contents of constitutional change, what are the functions, what are the mechanisms, and what are the driving forces? These questions form a framework to process the changes the five countries have gone through, such as making new constitutions, amending current ones, introducing more rights, allowing citizens to engage in changes, enacting legislation, and defining the constitutional authority of the three state branches and their relationship with the Communist Party. This book contributes to a better understanding of the relationship between migration, vulnerability, resilience and social justice associated with flooding across diverse environmental, social and policy contexts in Southeast Asia. It challenges simple analyses of flooding as a singular driver of migration, and instead considers the ways in which floods figure in migration-based livelihoods and amongst already mobile populations. The book develops a conceptual framework based on a ‘mobile political ecology’ in which particular attention is paid to the multidimensionality, temporalities and geographies of vulnerability. Rather than simply emphasising the capacities (or lack thereof) of individuals and households, the focus is on identifying factors that instigate, manage and perpetuate vulnerable populations and places: these include the sociopolitical dynamics of floods, flood hazards and risky environments, migration and migrant-based livelihoods and the policy environments through which all of these take shape. In this important new book, High argues that poverty reduction policies are formulated and implemented in fields of desire. Drawing on psychoanalytic understandings of desire, she shows that such programs circulate around the question of what is lacking. Far from rational responses to measures of need, then, the politics of poverty are unconscious, culturally expressed, mutually contradictory, and sometimes contrary to self-interest. Based on long-term fieldwork in a Lao village that has been the subject of multiple poverty reduction and development programs, High's account looks at implementation on the ground. While these efforts were laudable in their aims of reducing poverty, they often failed to achieve their objectives. Local people received them with suspicion and disillusionment. Nevertheless, poverty reduction policies continued to be renewed by planners and even desired locally. High relates this to the force of aspirations among rural Lao, ambivalent understandings of power and the "post-rebellious" moment in contemporary Laos.
