À l'instar de leurs créateurs (les États), les créatures (les organisations internationales) doivent être soumises au contrôle judiciaire national, ne serait-ce qu'en cas d'accomplissement de simples actes de gestion à l'occasion desquels elles se comportent comme un individu cherchant à réaliser des intérêts privés.
