The ground of London is cut up into ecclesiastical parishes varying greatly in size, their boundaries differing more or less from those of every other administrative area. These boundaries are recorded at Somerset House, and when the general Census is taken, the dwellers in each parish are enumerated by a special tabulation. The boundaries are also marked on maps in possession of the Archdeacons. Some of the incumbents, when issuing a report of their parish work, insert a Sketch map or a list of the streets and parts of streets included. Moreover, in most parishes some form of parochial visitation is carried out, and not infrequently every house is visited, spreading the knowledge and bring ing with it a sense of the presence of the clergy which justifies them in saying, 'the people know us; they know we stand ready to help.' Excerpt from Labour and Life of the People, Vol. 2: London Continued IN passing from the special study of East London to a review of the whole Metropolis the method of inquiry into the condition of the people has been slightly changed. In dealing with East London (and afterwards with Central London and Battersea) the unit taken was the family. In extending over the larger area the street has been substituted as a working basis. Instead of noting the number of children going to school from each household with the employment and social position of its head, we have contented ourselves with stating the number of children street by street, dividing them as to class according to what is known of the parents, but giving only general particu lars of the occupations. The result is, that the division of the population according to the conditions under which they live has been maintained, but that according to employment has been dropped. It is no improvement to omit from the statistics particulars as to employment, but in order to cover the whole ground in a reasonable time it was necessary to lighten the work. Moreover, I hope to be able to deal with the industrial Side of the question later in another and more complete way. Excerpt from Life and Labour of the People in London I have at times doubted whether the prolongation of this work has had any other basis than an inability on my part to come to a conclusion. I have asked myself whether I should indeed have anything more to tell my readers than had been already told in previous volumes. My first attempt was to enumerate the mass of the people of London in classes according to degrees of poverty or comfort and to indicate the conditions of life in each class. In connection with this attempt I mapped out the streets in colours and endeavoured to show by sample descriptions the kind of persons dwelling therein, their habits and the manner of their lives. A second and similar classification, the results of which were published at the same time, was based on what I could learn of the children in elementary schools; and in connection with this the educational opportunities offered to these and other children in London were described. Excerpt from Life and Labour of the People in London, Vol. 9 In the poorer parts of London most of the houses have a frontage of from 12 to 15 ft. only, and of this about 3 ft. is devoted to entrance passage and stairs. The front room on the first floor has usually two windows and occupies the whole breadth of the house. This may be repeated on the floor above. The other rooms are all somewhat smaller. The largest size commonly found is about 14 by 12 ft. and the smallest perhaps 8 ft. by 8 ft. The height from floor to ceiling varies from 8 to 10 ft. It is with rooms of this character, containing on an average about 1000 cubic ft. of space, but varying among themselves to the extent indicated above, that we have usually to deal when the number of rooms occupied by a family is taken as a measure of poverty. Two or more persons making their home in one such room, or four or more in two such rooms, or six or more in three, are accounted crowded and therefore presumably poor; the assumption being that if they were not poor they would allow themselves more space. It is evident that this theory has many limitations, and affords but a rough test of poverty. Not only does the actual size of the room or rooms come into question, but much depends on the meaning of "person."
