L'émergence de ce débat européen ne saurait occulter le fait qu'il se décline en fonction des situations nationales. Le choix a donc été fait de proposer dans cet ouvrage un article par pays, en retenant une sélection représentative de chaque étape: l'Allemagne, la Belgique, la France et l'Italie parmi les six fondateurs; le Danemark et la Grande-Bretagne pour le premier élargissement, outre la Norvège; le Portugal pour celui de 1986; l'Autriche pour 1995; enfin deux pays adhérents, la Hongrie et la République tchèque. The importance of public opinion in the process of European integration was brought into sharp focus at the start of the 1990s. Discussion about the future of Europe comes in a variety of forms, however, depending on the circumstances of the country concerned. This book brings together important and insightful articles about public opinion in countries at the centre of this European debate. These concern Germany, Belgium, France and Italy, from the founding members; the UK and Denmark from the first enlargement, with Norway; Portugal, from the 1986 enlargement and Austria, from the 1995 one; Hungary and the Czech Republic, two candidate-countries due to accede to the EU in 2004. This volume re-evaluates the importance of particular strands of public opinion which are often overlooked in the academic literature. Seen in this fresh light, interesting comparisons and contrasts emerge. The aim of this book is also to bring together both history and political theory.

This book examines the European Left's attempt to think and give shape to an alternative type of European integration-a 'social Europe'-during the long 1970s. Based on fresh archival material, it shows that the western European Left-in particular social democratic parties, trade unions, and to a lesser extent 'Eurocommunist' parties-formulated a project to turn 'capitalist Europe' into a 'workers' Europe'. This project favoured coordinated measures for wealth redistribution, market regulation, a democratisation of the economy and of European institutions, upward harmonisation of social and fiscal systems, more inclusive welfare regimes, guaranteed employment, economic and social planning with greater consideration for the environment, increased public spending to meet collective needs, greater control of capital flows and multinational corporations, a reduction in working time, and a fairer international economic order favouring the global south. During the pivotal years following 1968, deeply marked by labour militancy, new social movements, economic crisis, and the unmaking of the 'postwar compromise', a window of opportunity opened in which European integration could have taken different roads. The defeat of 'social Europe' was a result of a decade-long social conflict which ended with the affirmation of a neoliberal Europe. Investigating this forgotten struggle and the reasons of its defeat can be useful not just to scholars and students eager to understand the historical evolution of European integration, the European Left, and European capitalism, but also to anyone interested in building alternative European and global futures.

What kind of Europe do social democratic parties prefer? What is the origin of their preferences? Are they shaped by interests, institutions or ideas? If so, how? Why do social democratic political parties respond differently to the crucial question of the future of the European Union? While many social democratic parties initially opposed European integration either in principle or because of the form it took, gradually they came to lend their full, though often critical, support to it. Despite this evolution, important differences between them have remained. This book examines the preferences of social democratic parties in Germany, France, the UK, Sweden and Greece towards European integration, in comparative perspective. Using a variety of sources, including interviews with key party officials, the contributors explore what kind of Europe these parties want, and seek to explain the formation and evolution of these preferences over time. They examine the interplay of national peculiarities and cross-national factors and their impact on preferences on European integration. In addition to highlighting the role of party leaders, they reveal that, far from being united on European integration, these parties disagree with each other in part because they have retreated – to varying degrees – from key social democratic principles. This edited volume promotes a comparative and transnational approach to the complex and ambiguous relationship between West European socialism and the contemporary state over the longue durée. It encourages a better understanding of socialism while also casting an original light on the history of the contemporary state in Europe. Socialists have been a prime political force since the late nineteenth century through to the present. Through their strength, their presence at the heart of societies, their dynamism, inventiveness, and influence, they have left their mark on the European physiognomy and helped to forge part of its identity. This is particularly true where the welfare state is concerned, and the role played by the state in constructing, embedding, and extending this social model. Surprisingly, there has been no research aiming to systematically analyse the relationship between socialism and the state. This volume fills a gap in knowledge by rejecting the media simplification and political polemic maintained by opponents of socialism – and sometimes by socialists themselves – which systematically links socialism with “statism”. It focuses on numerous case studies involving France, Italy, Spain, Greece, Austria, Germany, Belgium, the United Kingdom and Scandinavia, and highlights the diversity of organisations within European socialism. Ultimately, this book demonstrates that the fate of this political culture depends on the socialist parties themselves but also on any new configurations that states may assume.
