Compared to the idea that Canada was a nation forged in victory on Vimy Ridge, the reality of dissent and repression at home strikes a sour note. Through censorship, conscription, and internment, the government of Canada worked more ruthlessly than either Great Britain or the United States to suppress opposition to the war effort during the First World War. Polarity, Patriotism, and Dissent in Great War Canada, 1914-1919 examines the basis for those repressive policies. Brock Millman, an expert on wartime dissent in both the United Kingdom and Canada, argues that Canadian policy was driven first and foremost by a fear that opposition to the war amongst French Canadians and immigrant communities would provoke social tensions - and possibly even a vigilante backlash from the war's most fervent supporters in British Canada. Democratic governments are able to elicit, legally and legitimately, both money and men from their populations. Certainly there is tax evasion, draft evasion, and even outright resistance; yet to a remarkable extent citizens acquiesce and even actively consent to the demands of governments, well beyond the point explicable by coercion. This is a puzzle for social scientists, particularly those who believe that individuals are self-interested, rational actors who calculate only the private egoistic costs and benefits of possible choices. The provisions of collective good should never justify a quasi-voluntary tax payment and the benefits of a war could not possibly exceed the cost of dying. This book explains the institutionalization of policy in response to anticipated and actual citizen behaviour and the conditions under which citizens give, refuse and withdraw their consent. Professor Levi claims that citizens' consent is contingent upon the perceived fairness of both the government and of other citizens. Most citizens of democracies, most of the time, are more likely to give their consent if they believe that government actors and other citizens are behaving fairly toward them.

This bibliography is the first of a series of studies about higher education in Canada sponsored by the committee on the History of Higher Education in Canada established by the National Conference of Canadian Universities. Among its nearly 4,000 entries are included the books, pamphlets, theses, dissertations, and articles in journals and magazines which supply the context and commentary on the history of Canadian higher education. Part I of the Bibliography provides the context; our universities do not exist in a vacuum—they are part of the economic, political, religious and social life of the community. Part I, therefore, includes a section on Canadian Culture, listing histories of Canada and its provinces, of its religious and social institutions, of its art, its economy, racial groups, relations with other countries. In order to study higher education in relation to other levels of education, another section lists works concerned with educational developments and problems at all levels. Part II lists the works bearing directly on higher education in Canada, and includes sections on History and Organization, Curriculum and Teaching, The Professor, The Student. Entries are arranged in chronological order in all sections in order to present the progressive development of each topic, and a full Index enables easy reference by author. No distinction has been drawn between English- and French-language publications: Chemistry and Chimie are one subject. The relative proportion of English and French entries in a section is often significant as indicating differences in the frequency and importance of particular fields of study in our colleges.
