Nous nous sommes intéressée à quatre territoires français au statut un peu particulier, la Guadeloupe, la Martinique, la Guyane et la Réunion. Ces territoires insulaires - ou tellement isolé dans le cas de la Guyane que la situation est comparable - sont à la fois des régions monodépartementales françaises, et voient donc s'appliquer l'ensemble des lois françaises sans qu'aucune précision d'extension ne soit nécessaire, et des régions ultrapériphériques de l'Union europeenne, bénéficiant ainsi d'un statut spécifique leur donnant droit à de nombreux financements communautaires. Nous nous sommes demandé si nous pouvions appliquer dans les DOM les politiques générales mises en place en France métropolitaine et souvent conçues pour les départements du continent européen, ou s'il existait des spécificités qui pousseraient à les adapter. Pour cela nous avons proposé de travailler sur une politique publique particulière, la politique mise en œuvre pour favoriser l'insertion des jeunes. Le système de formation initiale, l' emploi des jeunes et leurs interrelations étaient donc au cœur de notre analyse. Nous avons vu, avec les modalités de l'insertion professionnelle des jeunes, non seulement qu'elles étaient différentes de ce que nous observions en France métropolitaine, mais qu'elles différaient également d'un DOM à l'autre. Les outils traditionnels applicables à la France métropolitaine ne suffisent pas pour les analyser, il faut donc en créer de nouveaux, tout particulièrement du fait de l'existence d'un phénomène important dans les DOM, la mobilité et la migration. Comment dans ce cas, appliquer une politique commune générale pour remédier à des problèmes différents non seulement de ceux qui existent en métropole, mais également de ceux des autres DOM? Ce qui est vrai pour l'insertion l'est dans les autres domaines. Or le statut même de DOM actuel rend impossible toute exception législative, ce qui ne joue pas en faveur du développement économique de ces territoires.

France is a Pacific power, with three territories, a military presence, and extensive investments. Once seen by many as a colonial interloper in the South Pacific, by the early 2000s, after it ended nuclear testing in French Polynesia and negotiated transitional Accords responding to independence demands in New Caledonia, France seems to have become generally accepted as a regional partner, even if its efforts concentrate on its own territories rather than the independent island states. But Frances future in the region has yet to be secured.
