The Council of Europe, the oldest European organisation, was founded in 1949 with the aim of unifying the continent as a whole. The decision to establish its headquarters in Strasbourg was, moreover, symbolic of the desire for reconciliation between peoples. From the outset the Council of Europe adopted an institutional structure comprising a committee of ministers and a parliamentary assembly - the first in Europe. This book retraces the history of the Organisation. Consisting initially of Western European states, the Council of Europe was destined to embrace all the continent's countries, but the Cold War delayed its enlargement. It is only since 1989 that the Council of Europe has become a truly pan-European organisation, now comprising 47 member states. Its mission is based on three major goals: protecting human rights, promoting democratic values and guaranteeing the rule of law. The Council of Europe is also very active in fostering co-operation in all areas of life: education, sport, culture, etc. Starting in 1959, the European Court of Human Rights grew to become the Organisation's flagship institution: its judgments are binding on the member states. In just three months in 1940, Denmark, Norway, Belgium, the Netherlands, Luxembourg, and France fell to the Nazis. The German occupation of Western Europe had begun—but a brave few rose up in defiance. National resistance has long been celebrated in remembrances of World War II, depicted as making significant contributions to the defeat of Nazi Germany. However, the so-called army of shadows drew heavily on the support of London and Washington, a fact often forgotten in postwar Europe. The Resistance in Western Europe, 1940–1945 is a sweeping analytical history of the underground anti-Nazi forces during World War II. Examining clandestine organizations in Norway, Denmark, the Netherlands, Belgium, France, and Italy, Olivier Wieviorka sheds new light on the factors that shaped the resistance and its place in the grand scheme of Anglo-American military strategy. While national actors played a leading role in fomenting resistance, British and American intelligence services and propaganda as well as financial, material, and logistical support were crucial to its activities and growth. Wieviorka illuminates the policies of governments in exile and resistance actors regarding cooperation with the British and Americans, pointing to the persistence of national self-interest and long-standing historical tensions. Drawing on a wide range of archival sources and bringing together the political, diplomatic, and military dimensions of the conflict, this book is the first account of the resistance on a continental scale and from a trans-European perspective.

International organizations are ubiquitous in contemporary Europe and the wider world. This book is the first systematic assessment of the interactions of the European Communities (EC) with other Western organizations like NATO, the OECD and the Council of Europe for the period from the late 1960s to the early 1990s. Based on fresh archival research, its various contributions explore forms of co-operation and competition between these forums and thus seek to ‘provincialize’ and ‘de-centre’ the role of the predecessors of today’s European Union. Drawing on examples from a diverse set of policy fields including human rights, the environment, security, culture and regional policy, the book argues that inter-organizational dynamics are crucial to understand why the EC became increasingly hegemonic among the organizations active in governing Europe. In other words, the EU would not be what it is, were it not for the dynamics analyzed in this book. This book was originally published as a special issue of the European Review of History.
