Ever since the quest for independence between 1810 and 1819, economic thought in Colombia has been shaped by policy debates and characterized by a pragmatic and eclectic approach. Economic thought in Colombia can only be revealed through the exploration of economists’ practices and the role of economic arguments within broader public debate. This history of Colombian economic thought provides a detailed account of major issues that have marked the constant feedback between economic ideas and economic practice in Colombia during the 19th and 20th centuries. This volume is thus a history of the interaction between ideas and policy. Those involved in these debates – politicians, public officials, journalists, and, latterly, professional economists – established direct contact with what can be identified as the centers of production of economic theory (both in Europe and the US) and entered regional and local networks in economics, but were not just importers of ideas or theories. The way in which they read, discussed, transformed and applied economic theories in Colombia makes for a rich environment for the production and implementation of economic policies that drew, diverged and transformed the way economics was understood and used as a source of knowledge for practical concerns. This is why the history of Colombian economic thought does not fit into traditional typologies of economic schools and why it must be understood as part of a political debate and within a political, social and cultural context that demanded specific solutions to urgent social demands. Through the study of what was taught, when and how, at the beginnings of the republican era, and why and how professional economists came to lead public debate and economic policy making in the 20th century, this book explores the foundations of this permanent interaction between theory and practice. This book provides a review of the bioregionalist theory in the field of spatial planning and design as a suitable approach to cope with the growing concerns about the negative effects of metropolization processes and the need for a sustainable transition. The book starts out with a section on rethinking places for community life, and discusses the reframing of regional governance and development as well as social justice in spatial planning. It introduces the concept of the urban bioregion, a pivotal concept that underpins balanced polycentric spatial patterns and supports self-reliant and fair local development. The second part of the book focuses on planning, and particularly on the issues that arise from the ‘circular’ recovery of the relation between city and agro-ecosystems for integrated planning and resilience of settlements and discusses topics such as foodshed planning, biophilic urbanism and the integration of rural development and spatial planning. Of Panamanian nationality, Dr. José E. Torres Ábrego, is a master's degree in Economics on Universidad de la Amistad de los Pueblos (Patricio Lumumba) from Moscow, a doctoral candidate for specialty in Theory of Development and History of Economics of University of Paris, and doctor in Political Sciences of Universidad Nacional Autónoma de México (U.N.A.M). Among other charges employed in Mexico, he has been professor of the Faculty of Economy of the U.N.A.M. and the Division of Higher Studies of the Faculty of Political Sciences. Since 1983 he is a full professor at the Faculty of Economics of the Universidad de Panama where he teaches the subjects national economic problems, Economic policy, Public finance, Economic fundamentals and social sciences in Latin America, Research methodology, etc. He has been director of the Research and Postgraduate Department of the Faculty of Economics of the Universidad de Panama. In his non-teaching experience, it is important to note that he has been an Expert in Administrative and Financial Matters of the Banco Interamericano de (B.I.D) to advise small and medium enterprises; and advisor trade union organizations and professions. Has delivered and participated in multiple conferences and round tables, and has published countless articles and works in various national and international journals. In the process of awareness of the objective reality arise certain concepts through which man fixate and express the proprieties, characteristics and links of the objects and phenomena’s of the outside world. The concepts that reflect the most important aspects, links and or characteristics of a field of phenomena’s constitute its categories. Each science possesses its own categories. In the case of the field of Theory of underdevelopment its categories arise during the first postwar period. After the Second World War, in publications of the United Nations began the utilization of the category underdeveloped to designate the specific-historical reality of the peripheral countries linked to the capitalist system. It was expressed, with this category, the set of properties, characteristics, links and relationships, generally-essential and specific, of the new phenomena that reached in the process of its evolution the point of its full maturity. It was the way, to say it in a different manner, that the thought was taking ownership of this new historical reality. To such a point did society become aware of the underdevelopment that innumerable dependencies arose state, international, academically and university wide by those overseeing the phenomenon.
