Workers who loaded and unloaded ships have formed a distinctive occupational group over the past two centuries. As trade expanded so the numbers of dock labourers increased and became concentrated in the major ports of the world. This ambitious two-volume project goes beyond existing individual studies of dock workers to develop a genuinely comparative international perspective over a long historical period. Volume 1 contains studies of 22 major ports worldwide. Built around an agreed framework of issues, these 'port studies' examine the type of workers who dominated dock labour, their race, class and ethnicity, the working conditions of dockers and the role of government as employer, arbitrator and supporter. The studies also detail how dockers organized their labour, patterns of strike action and involvement in political organizations. The structure of the port city is also outlined and descriptions given of the waterside environment. These areas of investigation form the basis for a series of 11 thematic studies which comprise Volume 2. Drawing on the information provided in the port studies, these essays identify important aspects and recurring themes, and explain how and why particular cases diverge from the rest. The final chapter of the book synthesizes the various approaches taken to offer a model which suggests several configurations of dock labour and presents suggestions for future research. This major scholarly achievement represents the most sustained attempt to date to provide a comparative international history of dock labour. An annotated bibliography completes this essential reference work.

At the present day, when there is renewed interest in the concept of human rights and in the application of this concept to the problems of government,! it may be instructive to review an eighteenth-century dispute which was concerned precisely with these themes. Nor should the investigation be any less interesting because the disputants were Edmund Burke and Thomas Paine: both these men have also been the object of renewed attention and study in recent years. Critical work on the biography and bibliography of Paine is being done by Professor Aldridge and Col. Richard Gimbel respectively;2 while Burke is being well looked after, not only by the able team of experts who, under the leadership of Professor Copeland, are engaged in producing the critical edition of his Correspondence, but also by such individual scholars as D. C. Bryant, C. B. Cone, T. H. D. Mahoney, 3 P. J. Stanlis, C. Parkin, F. Canavan, and A. Cobban. But though Burke and Paine are being studied separately, little work appears to have been done on the relationship between them, apart from an 4 essay by Professor Copeland published more than twelve years ago. The present volume contains the proceedings of an international conference on the economic history of the seaports of Antwerp and Rotterdam (1870-2000). This venue was held at Antwerp on 10-11 May 2001 and was hosted by the Antwerp Port Authority. This international conference aimed at confronting the development of both ports. In the course of the last century and a half, economic growth in the ports of Antwerp and Rotterdam has been staggering. Maritime economic historians, economists and geographers alike have investigated the development of both ports extensively, but separately. So far, only a limited number of attempts have been made to analyse Rotterdam-Antwerp port history from a comparative perspective. The papers presented at the conference provide a challenging starting point to - certain how and why both ports reacted differently to virtually the same economic and political stimuli.
