Le logement joue un rôle de premier plan dans l'économie de par son importance pour la dépense et le patrimoine des ménages, le bien-être, et aussi en raison de ses retombées sur les performances scolaires et l'emploi, et sur le cycle d'activité. Depuis un demi-siècle, l'amélioration impressionnante des conditions de logement bénéficie au plus grand nombre. Cependant, le mal-logement persiste, touchant environ 5 % des ménages, et les inégalités dans l'accès au logement se sont creusées depuis le milieu des années 1990, la hausse des prix immobiliers engendrant de forts effets distributifs. Alors que la brutalité de la crise économique laissait présager d'une violente correction à la baisse, le marché, soutenu par des conditions de financement exceptionnelles et certaines politiques stimulant la demande, s'est retourné et a rebondi vigoureusement en France comme dans de nombreux pays de l'OCDE. Si le risque de chute des prix est non négligeable, notamment en cas de renchérissement des conditions de crédit, la situation en France semble caractérisée par un manque d'offre de logements concentré dans certaines zones géographiques dites tendues. Le rôle essentiel que le logement joue dans l'inclusion sociale des individus et les nombreuses imperfections inhérentes au marché du logement justifient l'intervention publique dans ce domaine. Une question cruciale est de savoir si les politiques mises en oeuvre corrigent ces imperfections efficacement ou au contraire les amplifient, avec des retombées potentiellement négatives sur l'emploi, la croissance économique ou l'équité. Le principe général des politiques publiques en matière de logement devrait se décliner en trois volets : aides personnelles sous conditions de ressources, instrument le plus efficace car permettant un meilleur ciblage ; soutien direct à l'offre en zones tendues, notamment via le secteur social qui devrait se concentrer sur les ménages défavorisés ; réduction de certaines entraves aux mécanismes de marché, en rendant l'offre plus réactive, le marché plus fluide et transparent, et en limitant les nombreuses distorsions induites par la réglementation, la fiscalité et les subventions. This book is a product of collaborative research between the Institut de recherche pour le dveloppement (IRD, France), the University of Ghana, Legon and CODESRIA. It examines various economic, social and environmental challenges of urbanization that critically affect the capital of Ghana, which has experienced high demographic growth and territorial expansion. The study analyses the Greater Accra city dwellers residential practices, and focuses on two main factors influencing land and rental markets. On the one hand, it interrogates the constraints and dynamics of urban families, their needs and gender characteristics in terms of accommodation. On the other hand, it explores the opportunities and interests in investment on the part of land owners and real estate developers. At these two levels of describing the social and spatial discriminations, the book attempts to explain the difficult choices that this fragmented city faces. It emphasizes the role of mobility in structuring the metropolitan area, and the negative impact of lack of mobility which results in some households and communities suffering more than others. In 1994 the School of Criminology, a part of the Department of Criminal Law, Criminal Procedure and Criminology in the Faculty of Law of the Katholieke Universiteit Leuven, celebrated the 25th anniversary of its study programme. To give added lustre to this landmark in its history, the Institute accepted the invitation from the International Society of Criminology to organise the 49th International Course of Criminology. The title of the course was: Changes in Society, Crime and Criminal Justice in Europe. A challenge for criminological education and research'. This course explored two themes, both of which are likely to be the focus of debate in criminal policy in the near future: crime and insecurity in the city, and international organised and corporate crime. The presentation and discussion of both themes followed two main approaches. Lectures and seminars focused on the analysis of the nature, the quantity and the development of the phenomena, and meetings were focused on the policy needed to gain control of these phenomena. Moreover, attention was paid to technical and ethical problems which show up at the moment that empirical research is carried out. This publication brings together the main part of the introductory lectures. Part one relates to the theme of crime and insecurity in the city; the second part contains the lectures on international organised and corporate crime. Together both parts present a good picture of what was explained and commented on during the Course, especially in relation to important European developments concerning crime, criminal justice and criminal policy. This book will become an important source of inspiration for both criminological educationand research.
