Excerpt from Law and Regulations Concerning Plant Quarantine Service in Japan In case, however, the inspection mentioned in the preceding paragraph is deemed not to be necessary from the view-point of supervision, the same may be omitted in accordance with provisions of an ordinance. No article being imported from a foreign country, or being transported from other parts of the Japanese Empire into Japan Proper in violation of the provision of the above Ist paragraph, shall be permitted to be received. Plants that are required to be inspected in accordance with the provision of the above Ist paragraph shall be defined by an ordinance.
