This book introduces a new and still emerging theoretical framework for understanding language shift and uses this approach to explore a range of minority language communities in the United States. To date, approaches to language shift have typically relied on explaining the process through descriptive sociolinguistic models, i.e., how the community first becomes bilingual in both the majority and minority languages and then eventually shifts entirely to the majority language. The contributions in this volume instead attribute shift to a change from local control of tightly interconnected 'horizontal' institutions within a community to more external or 'vertical' control of those increasingly autonomous institutions outside the community; in short, language shift is driven by specific changes in community structure. In addition, unlike previous approaches to language shift, the one proposed here is generalizable. Following an introduction to the theory, the main five chapters in the book offer case studies of individual language communities, in different contexts and different periods. The final three chapters of the book take a broader perspective, looking beyond the United States: two leading specialists in the field provide critical commentaries on the theoretical approach and offer refinements to a theory of language shift, before a concluding chapter draws together the findings of the case studies and reflections on the commentaries. While "economic forces" are often cited as being a key cause of language loss, there is very little research that explores this link in detail. This work, based on policy analysis and ethnographic data, addresses this deficit. It examines how neoliberalism, the dominant economic orthodoxy of recent decades, has impacted the vitality of Irish in the Republic of Ireland since 2008. Drawing on concepts well established in public policy studies, but not prominent in the subfield of language policy, the neoliberalisation of Irish-language support measures is charted, including the disproportionately severe budget cuts they received. It is argued that neoliberalism’s antipathy towards social planning and redistributive economic policies meant that supports for Irish were inevitably hit especially hard in an era of austerity. Ethnographic data from Irish-speaking communities reinforce this point and illustrate how macro-level economic disruptions can affect language use at the micro-level. Labour market transformations, emigration and the dismantling of community institutions are documented, along with many related developments, thereby highlighting an issue of relevance to communities around the world, the fundamental tension between neoliberalism and language revitalisation efforts.

To experience change on the Navajo Reservation, one need only close one's eyes and listen. Today an increasing number of Navajos speak only English, while very few speak only Navajo. The Navajo language continues to be taught, but it is less often practiced. Deborah House asks why, despite the many factors that would seem to contribute to the maintenance of the Navajo language, speakers of the language continue to shift to English at such an alarming rate—and what can be done about it. Language Shift among the Navajos provides a close look at the ideological factors that intervene between the desire of the Navajos to maintain their language as an important aspect of their culture and their actual linguistic practice. Based on more than ten years of fieldwork within a Navajo institution and community, it points to ideologies held by Navajo people about their unequal relationship with the dominant American society as a primary factor in the erosion of traditional language use.
