Entre esos derechos reconocidos al ciudadano extranjero en España, la Ley 4/2000 regulaba los específi cos derechos de protección social, ya fuera derivados del desempeño de una actividad productiva, esto es, en el nivel profesional o contributivo del Sistema de Seguridad Social, ya se tratara de los derechos a una tutela pública frente a situaciones de necesidad, reconocidos con carácter general a todos los ciudadanos en el nivel asistencial o no contributivo del mismo Sistema. En relación con estos concretos derechos, que podrían agruparse bajo la denominación de derechos de protección social de los extranjeros en España, la Ley 4/2000 incluyó aportaciones relevantes.
