"In FELICIE, the focus is on the health of the elderly, and on the resources at their disposal to cope with the severe impairments liable to affect their quality of life. Not only personal resources - economic well-being and educational attainment - but also the potential support of close kin, i.e. their partner, of course, and their children, if available. This leads to the more specific question of care. One major conclusion of the FELICIE study is that the disabled older adults of the future will fare better, on average, than those of today, both on a personal level, thanks to higher levels of education, and on a social level, thanks to the more frequent presence of their spouse and, at least potentially, their children. The conclusions are based on the experience of nine countries across Europe (north: Finland, Netherlands; west: Belgium, France, Germany, United Kingdom; south: Italy, Portugal; east: Czech Republic). The importance of the human, economic and social issues caused by the question of generations’ solidarities led the International Society of Family Law to choose this theme for its XVIth World Congress (Lyon, July 19-23rd 2011). More than 200 speakers from 50 countries studied these questions from the legal angle, but also philosophic, economic and anthropological. This work collects a part of these papers about two great issues: the child, as the center of family solidarities; and the support for elders by family. First published in 1998, the aims of this book are: the comparison of community care service and financing systems, the comparison of reform arguments and history over the last decade, the comparison of who uses how much of what services, and with what impact on their needs and the probability of having to enter institutions for long-term care. The book breaks new ground by comparing systems from a new perspective and describing contemporary reform argument and proposals for the first time in the English language. It presents new evidence from the most ambitious collection and analysis of quantative data so far made for the comparison of the two countries (based on matched area samples collecting comparable information about cohorts of new users on two or more occasions). The book also shows how the need-related circumstances of users differ between countries and within each country between areas. The book shows how and why higher levels of the French cash benefit for community care had more effect on the central policy goal than its British counterpart, how higher levels of services generally had little impact on it in either country, but on average, how the effect of the British services were much greater.
