"La multiplication des événements climatiques extrêmes (sécheresses, inondations) du fait de la hausse de la température mondiale a conduit les États de la planète à mettre la question du changement climatique sur leur agenda politique. Le Cameroun n'en fait pas exception. Traiter de la gouvernante climatique au Cameroun conduit nécessairement à analyser comment se construit l'action publique de lutte contre le changement climatique au Cameroun. Elle apparaît comme une configuration d'action publique multi-niveaux. Ainsi, la Convention cadre des Nations Unies sur le changement climatique en constitue l'arène climatique globale. Le Cameroun, en tant que pays de forêt tropicale, a contribué à mettre sur l'agenda des négociations du régime climatique post-2012, le REDD+ (Reducing Emissions from Deforestation and Forest Degradation) comme instrument de réduction des émissions forestières de gaz à effet de serre. La transposition de cet instrument au niveau national se fait dans le cadre d'instances transnationales et supranationales de mise en convergence des politiques climatiques au niveau sous-régional, ce qui traduit le poids de ce qu'il est convenu d'appeler les partenaires au développement et des acteurs transnationaux dans les politiques publiques au Cameroun. Les dynamiques de réappropriation du REDD+ dévoilent une monopolisation de la politique climatique par les experts transnationaux, dans un contexte post-autoritaire, caractérisé par une certaine indifférence politique vis-à-vis des politiques publiques."--Page 4 of cover.
