This book examines how quality and good practice in early childhood education and care (ECEC) is interpreted and implemented in a variety of settings and circumstances. Drawing on her experience of research and policy making in a wide variety of countries, the author considers the variety of rationales that inform services for early childhood education and care. Services are organized, financed and delivered in many different ways across the world. The policies that have been adopted by governments, and the resources which are made available for implementing them, have shaped practice. On the one hand there are complex ideas about what children should be learning and how they should be learning. These ideas about curriculum and the training of teachers and carers may differ radically between countries. On the other hand policies have been prompted by the need to reconcile family and work obligations and to provide childcare to support working mothers, irrespective of educational concerns. The notions of economic competition and parental choice have led to the growth of private for-profit childcare services which promote a particular view of quality and achievement. Above all, growing inequality within countries, and between rich and poor countries, have undermined attempts to provide good quality services. In an unfair world, the impact of any services is likely to be distorted. The book charts the many different approaches to understanding and measuring quality and gives an exceptionally well-informed overview.

This book reveals how art and sex promoted the desire for the genetically perfect body. Its eight chapters demonstrate that before eugenics was stigmatized by the Holocaust and Western histories were sanitized of its prevalence, a vast array of Western politicians, physicians, eugenic societies, family leagues, health associations, laboratories and museums advocated, through verbal and visual cultures, the breeding of 'the master race'. Each chapter illustrates the uncanny resemblances between models of sexual management and the perfect eugenic body in America, Britain, France, Communist Russia and Nazi Germany both before and after the Second World War. Traced back to the eighteenth-century anatomy lesson, the perfect eugenic body is revealed as athletic, hygienic, 'pure-blooded' and sexually potent. This paradigm is shown to have persisted as much during the Bolshevik sexual revolution, as in democratic nations and fascist regimes. Consistently posed naked, these images were unashamedly exhibitionist and voyeuristic. Despite stringent legislation against obscenity, not only were these images commended for soliciting the spectator's gaze but also for motivating the spectator to act out their desire. An examination of the counter-archives of Maori and African Americans also exposes how biologically racist eugenics could be equally challenged by art. Ultimately this book establishes that art inculcated procreative sex with the Corpus Delecti - the delectable body, healthy, wholesome and sanctioned by eugenicists for improving the Western race.

Primary School Books were vehicles by which authors in nineteenth-century France hoped to shape the future. These authors, members of the middle class, believed in reason and progress and in their own ability to ascertain what was reasonable and to enforce progress. Not surprisingly, they did not always get the cooperation of the people whom they were trying to lead to a civilized life. Peasants, who made up the largest population of those needing progress, in the view of the middle class, did not accept new ideas unquestionably. They worked out their own compromises, evasions, and selections from the portrait of the good life presented to them in the village primary schools. The books of Zulma Carraud are particularly interesting because they were directed specifically to socializing rural children to modern gender roles. Annotated excerpts from her best-selling books, La Petite Jeanne ou le devior and Maurice ou le travail, highlight the growing difference between women's work, which is referred to as "duty" and is portrayed as an expansion of woman's nature, and men's work, which remains a duty to his family, country, and God, but more importantly, becomes a source of fulfillment, provides a sense of achievement and of self worth. In Carraud's books, men use their skills to tame nature, to create civilization, in an ever-expanding field of endeavors, while women's work remains confined to child nurture, house care, care of the sick and elderly. The process of inculcating new values is traced with the aid of school inspectors' reports, the letters and diaries of teachers, and a collection of notebooks kept by rural pupils. These documents provide a rare view of the dialectic nature of historical change.
