Trans-Pacific Japanese American Studies is a unique collection of essays derived from a series of dialogues held in Tokyo, Kyoto, and Los Angeles on the issues of racializations, gender, communities, and the positionalities of scholars involved in Japanese American studies. The book brings together some of the most renowned scholars of the discipline in Japan and North America. It seeks to overcome past constraints of dialogues between Japan- and U.S.-based scholars by providing opportunities for candid, extended conversations among its contributors. While each contribution focuses on the field of “Japanese American” studies, approaches to the subject vary—ranging from national and village archives, community newspapers, personal letters, visual art, and personal interviews. Research papers are divided into six sections: Racializations, Communities, Intersections, Borderlands, Reorientations, and Teaching. Papers by one or two Japan-based scholar(s) are paired with a U.S.-based scholar, reflecting the book’s intention to promote dialogue and mutuality across national formations. The collection is also notable for featuring underrepresented communities in Japanese American studies, such as Okinawan “war brides,” Koreans, women, and multiracials. Essays on subject positions raise fundamental questions: Is it possible to engage in a truly equal dialogue when English is the language used in the conversation and in a field where English-language texts predominate? The authors argue that with the election of the Abe Government in December 2012, Japanese politics has entered a radically new phase they describe as the “2012 Political System.” The system began with the return to power of the Liberal Democratic Party (LDP), after three years in opposition, but in a much stronger electoral position than previous LDP-based administrations in earlier decades. Moreover, with the decline of previously endemic intra-party factionalism, the LDP has united around an essentially nationalist agenda never absent from the party’s ranks, but in the past was generally blocked, or modified, by factions of more liberal persuasion. Opposition weakness following the severe defeat of the Democratic Party of Japan (DPJ) administration in 2012 has also enabled the Abe Government to establish a political stability largely lacking since the 1990s. The first four chapters deal with Japanese political development since 1945 and factors leading to the emergence of Abe Shinzō as Prime Minister in 2012. Chapter 5 examines the Abe Government’s flagship economic policy, dubbed “Abenomics.” The authors then analyse four highly controversial objectives promoted by the Abe Government: revision of the 1947 ‘Peace Constitution’; the introduction of a Secrecy Law; historical revision, national identity and issues of war apology; and revised constitutional interpretation permitting collective defence. In the final three chapters they turn to foreign policy, first examining relations with China, Russia and the two Koreas, second Japan and the wider world, including public diplomacy, economic relations and overseas development aid, and finally, the vexed question of how far Japanese policies are as reactive to foreign pressure. In the Conclusion, the authors ask how far right wing trends in Japan exhibit common causality with shifts to the right in the United States, Europe and elsewhere. They argue that although in Japan immigration has been a relatively minor factor, economic stagnation, demographic decline, a sense of regional insecurity in the face of challenges from China and North Korea, and widening gaps in life chances, bear comparison with trends elsewhere. Nevertheless, they maintain that “[a] more sane regional future may be possible in East Asia.”

The odyssey of 600,000 imperial Japanese soldiers incarcerated in Soviet labor camps after World War II and their fraught repatriation to postwar Japan. In August 1945 the Soviet Union seized the Japanese puppet state of Manchukuo and the colony of Southern Sakhalin, capturing more than 600,000 Japanese soldiers, who were transported to labor camps across the Soviet Union but primarily concentrated in Siberia and the Far East. Imprisonment came as a surprise to the soldiers, who thought they were being shipped home. The Japanese prisoners became a workforce for the rebuilding Soviets, as well as pawns in the Cold War. Alongside other Axis POWs, they did backbreaking jobs, from mining and logging to agriculture and construction. They were routinely subjected to ÒreeducationÓ glorifying the Soviet system and urging them to support the newly legalized Japanese Communist Party and to resist American influence in Japan upon repatriation. About 60,000 Japanese didnÕt survive Siberia. The rest were sent home in waves, the last lingering in the camps until 1956. Already laid low by war and years of hard labor, returnees faced the final shock and alienation of an unrecognizable homeland, transformed after the demise of the imperial state. Sherzod Muminov draws on extensive Japanese, Russian, and English archivesÑincluding memoirs and survivor interviewsÑto piece together a portrait of life in Siberia and in Japan afterward.
