Emerging from decades of war in 2002, Afghanistan and its rich agricultural history were in need of urgent repair and reinvigoration. Since that time, FAO has been operating in the country to rehabiliate irrigation infrastructure, build new dairy and wheat seed industries, improve livestock health, help smallholders diversify their crops and add higher-value products, halt deforestation and help the country adapt to climate change. This report presents highlights from the work carried out over the past 15 years, featuring stories and testimonials from satisfied FAO beneficiairies. This paper analyzes the effect of an IMF Staff-Monitored Program for Chad to enhance economic development. Weak institutional capacity and governance concerns have limited economic development and donor support in Chad. It is highlighted that the reduction in the nonoil primary deficit envisaged in the 2013 budget appears appropriate, but expenditures linked to the regional security situation and lower than anticipated oil revenues imply large financing needs. There are significant economic and political risks to program implementation,; the regional security situation remains volatile, and the economy is highly dependent on volatile oil revenue.

This 2015 Article IV Consultation highlights that Afghanistan remains a poor fragile state that is far from self-reliance. Significant fiscal and banking vulnerabilities emerged in 2014. Domestic revenue collection fell below its 2013 level because of lower growth, declining imports, and lower compliance, while operating expenditure increased. The treasury cash balance fell to dangerously low levels in the second half of 2014, and domestic payment arrears and unfunded allotments emerged. The future path of the economy is highly dependent on the authorities’ delivering on their economic reform commitments, continued donor support, and improvements in security.
