Why has the Chinese government sometimes allowed and sometimes repressed nationalist, anti-foreign protests? What have been the international consequences of these choices? Anti-American demonstrations were permitted in 1999 but repressed in 2001 during two crises in US-China relations. Anti-Japanese protests were tolerated in 1985, 2005, and 2012 but banned in 1990 and 1996. Protests over Taiwan, the issue of greatest concern to Chinese nationalists, have never been allowed. To explain this variation in China's response to nationalist mobilization, Powerful Patriots argues that Chinese and other authoritarian leaders weigh both diplomatic and domestic incentives to allow and repress nationalist protests. Autocrats may not face electoral constraints, but anti-foreign protests provide an alternative mechanism by which authoritarian leaders can reveal their vulnerability to public pressure. Because nationalist protests are costly to repress and may turn against the government, allowing protests demonstrates resolve and increases the domestic cost of diplomatic concessions. Repressing protests, by contrast, sends a credible signal of reassurance, facilitating diplomatic flexibility and signaling a willingness to spend domestic political capital for the sake of international cooperation. To illustrate the logic, the book traces the effect of domestic and diplomatic factors in China's management of nationalist protest in the post-Mao era (1978-2012) and the consequences for China's foreign relations.

This book examines the influence of Indian socio-political thought, ideas, and culture on German Romantic nationalism. It suggests that, contrary to the traditional view that the concepts of nationalism have moved exclusively from the West to the rest of the world, in the crucial case of German nationalism, the essential intellectual underpinnings of the nationalist discourse came to the West, not from the West. The book demonstrates how the German Romantic fascination with India resulted in the adoption of Indian models of identity and otherness and ultimately shaped German Romantic nationalism. The author illustrates how Indian influence renovated the scholarly design of German nationalism and, at the same time, became central to pre-modern and pre-nationalist models of identity, which later shaped the Aryan myth. Focusing on the scholarship of Friedrich Schlegel, Otmar Frank, Joseph Goerres, and Arthur Schopenhauer, the book shows how, in explaining the fact of the diversity of languages, peoples, and cultures, the German Romantics reproduced the Indian narrative of the degradation of some Indo-Aryan clans, which led to their separation from the Aryan civilization. Today, the First World War is remembered chiefly for the carnage of the Western Front, but at the time the Royal Navy's blockade of Germany was a more frequent source of debate. For, even at a time of war, there were influential voices in Britain who baulked at a concept of economic warfare that hindered the free passage of goods on the high seas, and brought German society to the brink of famine. To further our understanding of these issues, this book looks at the background to the blockade, and the effects of its implementation in 1914. It argues that there was a widely shared, but largely unwritten, strategic culture within British naval circles which accepted that in a war with a major maritime power the British response would be to attack enemy trade. This is demonstrated by the fact that from at least the late 1880s the Royal Navy planned for the use of armed merchantmen to enforce an economic blockade of an enemy. This it did by entering into detailed arrangements with major British shipping companies for the design and subsidy of liners with the potential for use as merchant cruisers, and stockpiling their prospective armament. In line with the contemporary, Corbettian, view that seapower depends upon free communications, the book concludes by asserting that the primary role of the Grand Fleet in the First World War was to guarantee the ability of the merchant cruisers on the Northern Patrol to interdict German seaborne trade, rather than to engage in large set-piece battles.
