"What might it mean to take the dead seriously as political actors?" asks Lia Kent in this exciting new contribution to critical human rights scholarship. In Timor-Leste, a new nation-state that experienced centuries of European colonialism before a violent occupation by Indonesia from 1975 to 1999, the dead are active participants in social and political life who continue to operate within familial structures of obligation and commitment. On individual, local, and national levels, Timor-Leste is invested in various forms of memory work, including memorialization, exhumation, reburial, and commemoration of the occupation's victims. Such practices enliven the dead, allowing them to forge new relationships with the living and unsettling the state-building logics that seek to contain and control them. With generous, careful ethnography and incisive analysis, Kent challenges comfortable, linear narratives of transitional justice and argues that this memory work is reshaping the East Timorese social and political order--a process in which the dead are active, and sometimes disruptive, participants. Community ties and even the landscape itself are imbued with their presence and demands, and the horrific scale of mass death in recent times--up to a third of the population perished during the Indonesian occupation--means Timor-Leste's dead have real, significant power in the country's efforts to remember, recover, and reestablish itself.

"Men and women do not experience war, violence, and peace in the same ways. Accordingly, peacebuilding interventions now incorporate "gender mainstreaming" and stand-alone "gender-and-development". These gender interventions should make peacebuilding more effective and sustainable, facilitating stable societies and efficient economies. But success has been mixed. The case of in Timor-Leste is instructive. Interventions on gender responsive budgeting, domestic violence, and microfinance have uneven results. Whereas the level of women's participation in national politics in Timor-Leste is high by international standards, overall deep inequalities remain, inequality between rural and urban areas is growing, and violence against women is endemic across the country. Feminists have found fault with gender interventions, saying they don't go far enough, and scholars of the local turn have suggested a focus on gender encourages backlash against interventions. Instead of focusing on a clash of "local" and "international", Rebuilding Patriarchy uses gender and class to explain the uneven outcomes. It argues that peacebuilders made concessions to elites and violent men in order to keep the peace, a tendency amplified by "local turn" approaches to peacebuilding. It has reinforced the valorisation of armed masculinity, associated most strongly with the dominant class, which have in turn justified the unequal distribution of state petroleum resources. As well, gender, class and domestic violence are connected through brideprice, rendering legal and political reforms ineffective. Lastly, microfinance was supposed to empower women and grow the economy, but its main beneficiaries were elites, repeating patterns of accumulation and rule-through-debt established during era Indonesian-era"--

The last fifteen years have witnessed a "democratic recession." Democracies previously thought to be well-established--Hungary, Poland, Brazil, and even the United States--have been threatened by the rise of ultra-nationalist and populist leaders who pay lip-service to the will of the people while daily undermining the freedom and pluralism that are the foundations of democratic governance. The possibility of democratic collapse where we least expected it has added new urgency to the age-old inquiry into how democracy, once attained, can be made to last. In Democracy in Hard Places, Scott Mainwaring and Tarek Masoud bring together a distinguished cast of contributors to illustrate how democracies around the world continue to survive even in an age of democratic decline. Collectively, they argue that we can learn much from democratic survivals that were just as unexpected as the democratic erosions that have occurred in some corners of the developed world. Just as social scientists long believed that well-established, Western, educated, industrialized, and rich democracies were immortal, so too did they assign little chance of democracy to countries that lacked these characteristics. And yet, in defiance of decades of social science wisdom, many countries that were bereft of these hypothesized enabling conditions for democracy not only achieved it, but maintained it year after year. How does democracy persist in countries that are ethnically heterogenous, wracked by economic crisis, and plagued by state weakness? What is the secret of democratic longevity in hard places? This book presents a rich ethnography of post-conflict social and economic recovery in East Timor following the end of Indonesian military occupation of the territory in 1999. It offers a longer-term analysis of the pathways to rebuilding and restoring local community life, and the budding prosperity that has flowed from participation in spontaneous circular labour migration and the remittance benefits that have followed. Based on extensive comparative literature and field-based empirical research, the book explores the protracted process of cultural and economic revival following a generation-long period of military repression and a sustained struggle for national independence. With a focus on the experiences of Fataluku ethno-linguistic communities in Timor-Leste, the study offers nuanced perspectives on the legacies of conflict and local forms of governance, the revitalisation of customary exchange and ancestral religion. American Military History provides the United States Army-in particular, its young officers, NCOs, and cadets-with a comprehensive but brief account of its past. The Center of Military History first published this work in 1956 as a textbook for senior ROTC courses. Since then it has gone through a number of updates and revisions, but the primary intent has remained the same. Support for military history education has always been a principal mission of the Center, and this new edition of an invaluable history furthers that purpose. The history of an active organization tends to expand rapidly as the organization grows larger and more complex. The period since the Vietnam War, at which point the most recent edition ended, has been a significant one for the Army, a busy period of expanding roles and missions and of fundamental organizational changes. In particular, the explosion of missions and deployments since 11 September 2001 has necessitated the creation of additional, open-ended chapters in the story of the U.S. Army in action. This first volume covers the Army's history from its birth in 1775 to the eve of World War I. By 1917, the United States was already a world power.
