This book focuses on achieving a better understanding of the implications of international migration for national development from the perspective of the sending countries (with an emphasis on sub-Saharan Africa). Amid rapid population growth, migration in sub-Saharan Africa has been increasing briskly over the last 20 years. Up to the 1990s, the stock of migrants—citizens of one country living in another country—was dominated by intraregional migration, but over the last 15 years, migration outside the region has picked up sharply. In the coming decades, sub-Saharan African migration will be shaped by an ongoing demographic transition involving an enlargement of the working-age population, and migration outside the region, in particular to advanced economies, is set to continue expanding. This note explores the main drivers of sub-Saharan African migration, focusing on migration outside the region, as this has greater global spillovers. It finds that the economic impact of migration for the region occurs mainly through two channels. First, the migration of young and educated workers—brain drain—takes a toll as human capital is already scarce in the region, although some recent studies suggest that migration may have also a positive effect—brain gain. Second, remittances represent an important source of foreign exchange and income in a number of sub-Saharan African countries, contribute to the alleviation of poverty, and help smooth business cycles.

Sustained development requires efficient use of resources and equitable distribution of national income. Investment in human capital must be systematically organized in relation to other investments. Specifically, attrition in primary school is high, and the education does not respond sufficiently to labor market requirements, nor engender self-employment opportunities. Inadequate agricultural production, nutrition, health care, poor female education, and excessive population growth are major obstacles to human development and economic growth. A dynamic growth model tested for the contribution of investments in human and physical capital, and other economic factors to economic growth. The stabilization of population growth was considered. Indeterminacy of human capital investment to economic growth was ascertained. Investment in human capital may promote labor productivity growth, may result in detrimental trade-off with growth, or under certain conditions may have no relationship with economic growth. Population growth was associated with reduced investment in higher education, resulting in indeterminacy of its contribution to economic growth. Raising the incremental capital in managerial and technical higher education, and in equitable redistribution of this capital will create productive disequilibria. The educational system must also focus on population and nutrition.

This book focuses on international migration and return of highly-skilled Ghanaians and Ivorians and presents empirical research findings that demonstrate that, under certain circumstances, return migrants can act as key development agents in their home country. It investigates the influence of a number of factors that condition their motivation to return and their capacity to stimulate change in their countries of origin. The aim of the study is the assessment of policy implications related to élite returnees’ development impact in evolving socio-economic contexts. The comparative and multi-method research strategy adopted revealed that migrants tend to return home with considerable savings (financial capital), new knowledge, skills and ideas (human capital), as well as with valuable contacts (social capital). Besides their level of education, work profile, and particular life experience, whether these migrants have worked abroad for a significant period, proved the most critical factor influencing their acquisition of different kinds of capital. However, there seems to be an ‘optimum’ work duration abroad – approximately five years – after which the benefits deriving from human and financial capital acquisition tend to stabilise. At the micro level, back home skilled migrants attained their goals, improving their relative income levels, expressing satisfaction with their work conditions and, more generally, enjoying a higher quality of life. At the meso level, they provided support to others in line with expectations and pressures they faced. They also introduced many kinds of new knowledge, skills and ideas in their workplace. At the macro level, return migrants promoted economic and political transformations through, among others, the creation of new businesses and various community development initiatives. The role of return migrants is influenced by many factors linked also to their situation back home. Reintegration into their home context proved challenging, especially for women, and returning migrants need time to overcome initial hurdles and get settled before they can start to make any meaningful contribution. That is one of the reasons why there is a need to facilitate their reintegration and create a conducive environment which can also foster return migration of the highly-skilled élite. More importantly, however, evidence is produced in favour of arguments and ideas about ‘brain circulation’, a strategy that can help in maximising the positive effects stemming from migration and return.
