Pesticide pollution of groundwater results from agricultural practices, the properties of the substance and its behavior in the soil environment, and the characteristics of aquifers and their vulnerability. Pesticide Risk in Groundwater provides an overview of the main issues concerning pesticide pollution of groundwater worldwide. The book is divided into five sections. Section I reviews experimental data of groundwater monitoring to indicate the extent of the problem on a global basis. Based on this evaluation, herbicides are examined in depth. Section II describes predictive approaches to estimate the distribution and fate of pesticides, and includes a chapter devoted to hydrogeological aspects affecting the vulnerability of aquifers. The third section evaluates pesticides in relation to their toxicology. It critically examines the criteria and procedures by the World Health Organization (WHO) and the U.S. Environmental Protection Agency (EPA) to define quality objectives, and compares the monitoring data on pesticides in groundwater with their quality objectives. Section IV evaluates various strategies to control and prevent groundwater pollution problems. Different water treatment options are described from a technical and economic point of view. The main preventative actions include the chemical approach, the agronomic approach, and the land use approach. The final section reviews the state of the art of drinking water regulations in the EEC, the United States, and other OECD countries. The author describes the economic implications of groundwater pollution and its control and exemplifies with a real case study.

A method was developed to calculate annual county- level pesticide use for selected herbicides, insecticides, and fungicides applied to agricultural crops grown in the conterminous United States from 1992 through 2009. Pesticide-use data compiled by proprietary surveys of farm operations located within Crop Reporting Districts were used in conjunction with annual harvested-crop acreage reported by the U.S. Department of Agriculture National Agricultural Statistics Service (NASS) to calculate use rates per harvested- crop acre, or an 'estimated pesticide use' (EPest) rate, for each crop by year. Pesticide-use data were not available for all Crop Reporting Districts and years. When data were unavailable for a Crop Reporting District in a particular year, EPest extrapolated rates were calculated from adjoining or nearby Crop Reporting Districts to ensure that pesticide use was estimated for all counties that reported harvested-crop acreage. EPest rates were applied to county harvested-crop acreage differently to obtain EPest-low and EPest-high estimates of pesticide-use for counties and states, with the exception of use estimates for California, which were taken from annual Department of Pesticide Regulation Pesticide Use Reports.

Thus the equity and effectiveness of the process used to seek, evaluate, and implement potential solutions become critically important. For this reason, good study design is essential. Concurring with an earlier National Research Council Study, Ecological Knowledge and Environmental Problem-Solving: Concepts and Case Studies (National Research Council, 1986), the framework presented here is "in essence, an admonition to think before acting and to use established scientific principles." Although that National Research Council study focused on the environmental impact assessment process, this committee's activities have strongly reinforced many of the same messages. This report also reinforces many points about sound study design for long-term monitoring as were highlighted in another National Research Council study, River and Dam Management: A Review of the Bureau of Reclamation's Glen Canyon Environmental Studies (National Research Council, 1987).
