The world is facing severe and growing challenges in maintainig water quality and meeting the rapidly growing demand for water resources. In addition, water used for irrigation, the largest use of water in most developing countries, will likely have to be diverted increasingly to meet the needs of urban areas and industry whilst remaining a prime engine of agricultural growth. Finally, environmental and other in-stream water demands become more important as economies develop. The river basin has been acknowledged to be the appropriate unit of analysis to address these chanllenges facing water resources management: and modeling at this scale can provide essential information for policy makers in their decisions on allication of resources. This paper reviews the state of the art of modeling approaches to integrated water resources management at the river basin scale, with particular focus on the potential of coupled economic hydrologic models, and concludes with directions for future modeling exercises.

A clear understanding of the current water balance is required to explore options for water saving measures. However, measurement of all the terms in the water balance is infeasible in terms of spatial and temporal scale, but hydrological simulation models can fill the gap between measured and required data. For a basin in Western Turkey, simulation modeling at three different scales, field, irrigation scheme and basin scale, was performed to obtain all terms of the water balance. These water balance numbers were used to calculate the Productivity of Water at the three spatial levels distinguished to assess the performance of the systems.

The existing definition of integrated water resources management (IWRM) promotes a holistic approach to water resources management practice. The IWRM deals with planning, design and operation of complex systems in order to control the quantity, quality, temporal and spatial distribution of water with the main objective of meeting human and ecological needs and providing protection from water disasters. One of the main challenges of IWRM is development of tools for operational implementation of the concept and dynamic coupling of physical and socio-economic components of water resources systems. This research examines the role of simulation in IWRM practices, analyses the advantages and limitations of existing modeling methods, and, as a result, suggests a new generic multi-method modeling framework that has the main goal to capture all structural complexities and interactions within water resources systems. Since traditional modeling methods solely do not provide sufficient support, this framework uses multi-method simulation approach to examine the co-dependence between natural resources and socio-economic environment. Designed framework consists of (i) a spatial database, (ii) a process-based model for representing the physical environment and changing conditions, and (iii) an agent-based model for representing spatially explicit socio-economic environment. The main idea behind multi-agent models is to build virtual complex systems composed of autonomous entities, which operate on local knowledge, possess limited abilities, affect and are affected by local environment, and thus enact the desired global system behavior. Based on the architecture of the generic multi-method modeling framework, an operational model is developed for the Upper Thames River basin, Southwestern Ontario, Canada. Six different experiments combine three climate and two socio-economic scenarios to analyze spatial dynamics of a complex physical-social-economic system. Obtained results present strong dependence between changes in hydrologic regime, in this case surface runoff and groundwater recharge rates, and regional socio-economic activities.

The availability of water resources affects energy, agricultural and environmental systems, which are linked together as well as to climate via the water cycle. As such, watersheds and river basins are directly impacted by local and regional climate variations and change. In turn, these managed systems provide direct inputs to the global economy that serve and promote public health, agricultural and energy production, ecosystem surfaces and infrastructure. We have enhanced the Integrated Global System Model (IGSM) framework capabilities to model effects on the managed water-resource systems of the influence of potential climate change and associated shifts in hydrologic variation and extremes (i.e. non-stationarity in the hydro-climate system), and how we may be able to adapt to these impacts. A key component of this enhancement is the linkage of the Water Resources System (WRS) into the IGSM framework. WRS is a global river basin scale model of water resources management, agricultural (rain-fed and irrigated crops and livestock) and aquatic environmental systems. In particular, WRS will provide the capability within the IGSM framework to explore allocation of water among irrigation, hydropower, urban/industrial, and in-stream uses and investigate how society might adapt water resources due to shifts in hydro-climate variations and extremes. This paper presents the overall design of WRS, its linkages to the land system and economic models of the IGSM, and results of test bed runs of WRS components to address issues of temporal and spatial scales in these linkages.
