Desde el comienzo del siglo XX la educación fue declarada en muchos países como un derecho humano ineludible para toda la población. Esta situación está imponiendo a los profesores en formación y en ejercicio la necesidad de identificar y desarrollar el conocimiento tecnológico y pedagógico del contenido (CTPC) a lo largo de los programas de formación y desarrollo profesional. Estos deben brindarles la oportunidad de aprender a entretejer las bases del conocimiento del contenido, la pedagogía y la tecnología con el fin de fundamentar el diseño, la implementación y evaluación de ambientes de aprendizaje potenciados por las TIC.
