Book Description
This paper presents an overview of water-related governance structures and institutions in the Limpopo Basin. The Basin is of critical socio-economic importance to the 14 million peopledistributed across the four riparian states of Botswana, Mozambique, South Africa and Zimbabwe.Urban centers, mostly in Botswana and South Africa, are major water users supplying industries, power stations and municipalities. Water is also used in rural areas for domestic, livestock watering and irrigation purposes. While irrigated agricultural activities are largely concentrated in South Africa and Zimbabwe, the majority of rural populations engage in rain-fed agriculture, which does not guarantee secure livelihoods. This is due, in large part, to the region’s semi-arid climate where only two out of every five agricultural seasons produce reasonable crop yields. These climatic conditions emphasize the need for effective management of transboundary water resources and effective governance structures, delivery and control mechanisms. Appropriate institutional frameworks and governance structures have a pivotal role in defining the socio-economic situation of the people in the Basin.

This report is based on key informant interviews conducted in 6 of the 12 villages in the Tonle Sap Lake Region where the WorldFish-led CGIAR Research Program on Aquatic Agricultural Systems (AAS) proposes to work with local communities and other stakeholders to address natural resource management and related livelihood challenges. The socioeconomic setting of the Tonle Sap Lake is characterized by a rapidly growing population, high poverty levels and deep dependence on natural resources. The key informant interviews conducted by the International Water Management Institute are intended to record both significant differences and similarities among the villages, especially with respect to the types of institutions linked to fisheries, agriculture and water management, and thereby to help identify both village-specific and cross-cutting constraints and opportunities with respect to the identification and design of interventions.ÿ

Despite so many determined efforts, the fight against poverty and hunger, especially in rural areas, remains a huge challenge! Given the complexity of the problems and the enormity of the task, more innovative and effective approaches are urgently needed. The key actors are those who suffer most - the rural poor themselves. It is crucial to recognize that they have their own strategies to secure their livelihoods which vary from household to household depending on numerous factors such as their socio-economic status, education and local knowledge, ethnicity, and stage in the household life cycle. At the same time, the strategies of these different groups of people are heavily influenced by and respond to the broader socio-economic, cultural, political, religious and institutional context in which they live. A key distinctive feature of Multinational Enterprises (MNEs) as organizations resides in the fact that they span across borders. This exposes them to dissimilar and often unfamiliar social and economic conditions as they venture in foreign countries. MNEs from industrialized economies that are active in developing countries and emerging markets face particularly challenging hurdles due to both economic and institutional discrepancies between their home and host countries. This book focuses on the uneasy interaction between the traditional logics of developing countries and the economic logic of MNEs. The traditional logics of most developing countries are built around community-based legitimacy and an intuitive but concrete epistemology. Conversely, the economic logic of MNEs from developed economies is built around technical and economic legitimacy and an abstract intellectual epistemology. Unpacking the uneasy interactions between these two logics will help achieve MNEs’ objectives of competitiveness in developing countries as well as globally. The Montreal Local Global Research Group is a well recognized research group in formulating and researching local and global issues in strategic management from the perspective of integrating divergent dominant logics into the strategy conceptualization process, and this will be the first book to be dedicated to the study of the interaction between the traditional logic of developing country and the economic logic of Multinational Enterprise (MNE).
