In 1976 the Department of Defense (DoD) devised a comprehensive Installation Restoration Program (IRP). The purpose of the IRP is to assess and control both potential and actual migration of environmental contamination that may have resulted from past operations and disposal practices on DoD facilities. In response to the Resource Conservation and Recovery Act of 1976 (RCRA) and in anticipation of the Comprehensive Environmental Response, Compensation and Liability Act of 1980 (CERCLA or 'Superfund'), the DoD issued a Defense Environmental Quality Program Policy Memorandum (DEQPPM) dated June, 1980 (DEQPPM 80-6), requiring identification of past hazardous waste disposal sites on DoD agency installations. The Installation Restoration Program has been developed as a four-phase program as follows: Phase I: Problem Identification/Records Search; Phase II: Problem Confirmation and Quantification; Phase III; Technology Base Development; Phase IV: Corrective Action. Only the Phase II Problem Confirmation portion of the IRP effort at Westover Air Force Base was part of this Task Order.

The Resource Conservation and Recovery Act of 1976 was promulgated to regulate the generation, transportation, storage, treatment, and disposal of hazardous wastes. Simultaneous to the passage of RCRA, the Department of Defense devised a Comprehensive Installation Restoration Program to identify, report, and correct potential environmental deficiencies that could result in groundwater contamination and probable migration of contaminants beyond DOD installation boundaries. Engineering - Science was retained by the Air Force Engineering and Services Center on 15 July 1981 to conduct a records search for Wright-Patterson AFB, the first phase of the Installation Restoration Program. The on-site portion of the records search as performed at Wright-Patterson AFB on 29 and 30 September and 19 through 23 October 1981. During this period, formal interviews were conducted with base personnel familiar with past waste disposal practices and file searches were performed for identified facilities which have generated, handled, transported, or disposed of waste materials. This study contains a summary of Engineering - Science's findings and a rating of potential contamination for each suspected contaminated site. (Author).

The United States Air Force, has long been engaged in a wide variety of operations dealing with toxic and hazardous materials. The Department of Defense (DOD) has issued Defense Environmental Quality Program Policy Memorandum 81-5 which requires the identification and evaluation of past hazardous material disposal sites on DOD property, the control of migration of hazardous contaminants, and the control of hazards to health or welfare that resulted from these past operations. This program is called the Installation Restoration Program (IRP). The IRP will serve as a basis for response actions on Air Force installations under the provisions of the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) of 1980. Phase II involves a comprehensive preliminary environmental and/or ecological survey to define and quantify the presence or absence of contamination that may adversely affect public health or the environment.
