Enhancing Police Service Delivery

Enhancing Police Service Delivery PDF Author: James F. Albrecht
Publisher: Springer Nature
ISBN: 3030614522
Category : Social Science
Languages : en
Pages : 452

Book Description
Contemporary police service delivery and performance are complex phenomena. Law enforcement, particularly at the local level, must therefore face the additional challenges of globalization, cybercrime, counter-terrorism and calls for reform, at a time when extreme budgetary constraints are being implemented. Policing operations encompass multiple critical tasks and responsibilities not routinely measured and evaluated, such as response to incidents involving medical assistance, homelessness, mental illness, community engagement, and neighborhood problem-solving endeavors. This volume aims to provide government, criminal justice and policing administrators, policy makers and criminal justice scholars and researchers with comprehensive analyses of the critical issues impacting the challenges inherent in providing effectual public safety, security and service, all from a global perspective. It takes into account popular criticism, extreme budgetary constraints, and the relatively novel and overwhelming challenges of terrorism and cybercrime. The book merges study and practice to identify avenues to best serve community interests, ensure organizational success, and enhance public confidence in policing and in rule of law.

The Police Mystique

The Police Mystique PDF Author: Anthony V. Bouza
Publisher: Springer
ISBN: 1489960007
Category : Social Science
Languages : en
Pages : 302

Book Description
The author, a retired police chief with 36 years of experience in policing and police management, examines the general and specific nature of policing and how it is structured and implemented to meet its goals. An overview of the dynamics of the police world is followed by a discussion of the tasks and organization of a police agency. A pragmatic perspective of life within the police agency covers departmental jobs, civil service and reform, career advancement, and the selection and tenure of the chief. An examination of an agency's internal climate considers the shaping of the recruit, corruption, morale, waste and inefficiency, personnel development, and risk distribution. A chapter on personnel addresses the conflict between expectation and reality, identification of the unfit, the conditioning process, and pressures experienced by the chief. A discussion of the limitations of police statistics as a measure of police effectiveness is followed by a profile of "street" criminals and factors in their criminal careers. Other chapters cover the police functions of public service and traffic management; management problems, concerns, and opportunities; controversies within the agency; police legal limitations; police response to woman battering; and dealing with police unions and the press. The book concludes with a discussion of the planning and management of police reform.

Category : Political Science

Pages : 314

Book Description
Based on over seventy years of extensive experience at the federal, state, county, and municipal level, the authors draw on current knowledge to provide a thorough overview of the realities of the position of chief of police. The book provides practical, common sense advice for preparing oneself for the position, successfully negotiating the application and screening process, and competing in various selection procedures including the assessment center. The book then addresses negotiating an employee compensation and benefits agreement, and once the position is offered, how to prepare for your first days as a chief of police. It also furnishes sound advice intended to help the chief retain his physical, emotional and ethical health while leading a professional law enforcement agency. Chapter topics include advice on taking control of the police department and setting the agenda in place, emphasizing the extreme importance of role modeling the behavior that the chief expects of department personnel, the requirements for a productive relationship with the command staff, exploring the multifaceted relationship a chief has with his employees, and guidelines for managing relations with collective bargaining units, schools and businesses, and the various elements of the community. It also examines establishing and maintaining your relationship with your superior (whether that is a city manager or elected official), developing and managing a budget, managing the disciplinary process, how to respond when things go wrong (to include officer-involved shootings and other misconduct), and building a good working relationship with the media. Each chapter concludes with a "Points to Remember" section that will be beneficial to the new police chief in order to avoid mistakes and build on the body of knowledge that constitutes professional law enforcement leadership. There are several sample policies, procedures, and forms included in the book that will prove very useful for the new or veteran chief. This resource will be invaluable to all prospective and current chiefs of police, law enforcement professionals, policymakers, and police academics.

Outsiders and insiders

Outsiders and insiders PDF Author: Great Britain: Parliament: House of Commons: Public Administration Select Committee
Publisher: The Stationery Office
ISBN: 9780215543646
Category : Political Science
Languages : en
Pages : 104

Book Description
This report examines the practice of recruiting externally to the senior civil service (SCS). Outside recruitment has been used to fill skills shortages and to bring new perspectives to government, but has also been criticised for potentially diluting core civil service values and for being poor value for money. PASC concludes that the senior civil service has depended too heavily on external recruitment in recent years, and should now take steps to reduce its reliance on outside appointments. PASC also found that external recruits do not appear to perform better than career civil servants - despite being paid more, on average - and many leave civil service employment relatively quickly. Nonetheless, given the existence of skills gaps and the other benefits that external recruits can bring, PASC believes that there will continue to be a place for outside appointments in civil service recruitment. PASC further concludes that the extent of recent external recruitment is symptomatic of a wider concern: the ability of the civil service to identify its current and future skills needs, and to plan effectively to meet those needs. PASC recommends that the emphasis of civil service employment policy should be on developing its own people and skills, rather than seeking to draw these in from outside.
