Brazil's Zika outbreak revealed extreme health disparities and reproductive injustice across racial and socioeconomic lines. Brazil's 2015 Zika outbreak led to severe illnesses for many and the birth of several thousands of children with severe brain damage. Even though mosquito-borne diseases such as the Zika virus affect people across society, these children were born almost exclusively to poor, and usually non-white, women. In Viruses and Reproductive Injustice, Ilana Löwy explores the complicated health disparities and reproductive injustice that led to these cases of congenital Zika syndrome. Löwy examines the history of the outbreak in Brazil and connects it to broader questions concerning reproductive rights, the medical science behind understanding new pathogens, and the role of international health organizations in battling—or ignoring—public health crises. The explanation behind the strongly skewed distribution of cases among social classes was far from straightforward or obvious during the Zika outbreak. While the repression and human rights violations by the Iranian government are well documented, less attention is paid to the specific situation of Iran’s ethnic and religious minorities. From hate speech and police intimidation to denial of fundamental rights and opportunities, Iran’s minorities are routinely denied equal access to justice, education, employment and political participation. While Iran’s Constitution guarantees religious freedoms, it only extends these rights to Islam and three other recognized religions – Christianity, Judaism and Zoroastrianism – leaving practitioners of other faiths, including Bahá’í, Sabean-Mandaeans and Yarsanis, with no guaranteed protections. At the extreme end, members of religious minorities – in particular, Iran’s sizeable Bahá’í community – have been vilified, arrested and even executed on account of their beliefs. They are frequently punished harshly with broad charges of threatening public morality or national security, resulting in long prison terms and even death sentences. Ethnic minorities, including Arabs, Azerbaijani Turks and Baluchis, have been treated as second-class citizens, targeted on the basis of their identity and sidelined from education, health care and other basic services. Minority-populated regions such as Khuzestan, Kurdistan and Sistan-Baluchestan remain underdeveloped and excluded, with higher poverty levels and poorer health outcomes. These inequalities have contributed to profound discontent and resentment, reflected in the arrests of thousands of peaceful demonstrators in these regions. Prison data shows that at least three quarters of Iran’s political prisoners are from ethnic minorities. Despite some limited gestures of conciliation since the election of Hassan Rouhani in 2013, hopes of a more inclusive and rights-based approach to Iran’s ethnic and religious minorities have yet to be realized. For this to be achieved, Iranian authorities will need to embark on a more comprehensive process of reform: this should include equitable economic development and political representation for minorities, as well as the lifting of all restrictions on their religious and cultural rights.

This book develops an intersectional feminist approach to moral responsibility. It accomplisheses four main goals. First, it outlines a concise list of the main principles of intersectional feminism. Second, it uses these principles to critique prevailing philosophical theories of moral responsibility. Third, it offers an account of moral responsibility that is compatible with the ethos of intersectional feminism. And fourth, it uses intersectional feminist principles to critique culturally normative responsibility practices. This is the first book to provide an explicitly intersectional feminist approach to moral responsibility. After identifying the five principles central to intersectional feminism, the author demonstrates how influential theories of responsibility are incompatible with these principles. She argues that a normatively adequate theory of blame should not be preoccupied with the agency or traits of wrongdoers; it should instead underscore, and seek to ameliorate, oppression and adversity as experienced by the marginalized. Apt blame and praise, according to her intersectional feminist account, is both communicative and functionalist. The book concludes with an extensive discussion of culturally embedded responsibility practices, including asymmetrically structured conversations and gender- and racially biased social spaces.
