The Consultation on the Management of Fishing Capacity, Shark Fisheries and Incidental Catch of Seabirds in Longline Fisheries was held at FAO Headquarters in Rome, Italy, from October 26-30, 1998. It was attended by delegations from 80 members of FAO and by observers. The Consultation approved drafts of an International Plan of Action for Reducing Incidental Catch of Seabirds in Longline Fisheries, an International Plan of Action for the Conservation and Management of Sharks and an International [Guidelines] [Plan of Action] for the Management of Fishing Capacity. The Consultation discussed the need to take urgent action to curb the growing problems of flags of convenience and pirate fishing. Furthermore, it recommended that priority be given by FAO members to consider accepting the Agreement to Promote Compliance with International Conservation and Management Measures by Fishing Vessels on the High Seas.--Publisher's description.

Delegations from 54 members of the Organization and observers from 8 intergovernmental and international non-governmental organizations met at FAO Headquarters to prepare for the Consultation on the Management of Fishing Capacity, Shark Fisheries and Incidental Catch of Seabirds in Longline Fisheries. The meeting discussed draft plans of action for the conservation and management of sharks and for the reduction of the incidental catch of seabirds in longline fisheries, as well as elements for a draft plan of action for the management of fishing capacity. This report summarizes the debates that took place. It also contains the guidance provided by the meeting to the FAO Secretariat about how best to proceed with the development of the documents that will be presented to the consultation proper. This guidance includes inter alia recommendations to the effect that the plans of action must assign the responsibility for actions amongst states (including other fishing entities), regional fishery bodies and international organizations. The plans should include provision for implementation and monitoring, including the issue of how to promote compliance by non-members of regional fishery organizations as well as by flag-of-convenience vessels. It was requested that technical assistance needs of developing countries be specified. It was suggested that the cost for any activities to be carried out by FAO, as part of the implementation of any international plan of action, should not be covered by extra-budgetary sources alone.--Publisher's description.

Esta destinado fundamentalmente a los responsables de la toma de decisiones dentro de los organismos de ordenacion pesquera y otros grupos interesados, incluidas las organizaciones de pescadores y las organizaciones no gubernamentales competentes. En la primera parte, se resumen las recomendaciones. En la segunda, se examinan las cuestiones normativas y tecnicas. Despues de definir los grandes conceptos, en el informe se examinan el origen, consecuencias y dinamica del desarrollo excesivo de la capacidad pesquera. Se analizan los problemas asociados con el acceso libre y gratuito, junto con las cuestiones que se plantean al tratar de ordenar las pesquerias en el marco de esos regimenes. Asimismo, se presentan las repercusiones normativas y los obstaculos correspondientes. Se examinan tambien las posibles medidas de ordenacion, por ejemplo, los incentivos y desincentivos economicos, los contingentes individuales, la limitacion del acceso y la ordenacion compartida. Se consideran tambien los distintos planteamientos para la reduccion de la capacidad pesquera. Finalmente, se examinan algunas cuestiones y requisitos administrativos e institucionales que se plantean en pesquerias especificas, como las de alta mar y en pequena escala."
