FAO is custodian agency for several SDG indicators, including SDG target 14.b that aims to “Provide access for small-scale artisanal fishers to marine resources and markets”. The related indicator is SDG Indicator 14.b.1, “Progress by countries in adopting and implementing a legal/regulatory/policy/institutional framework which recognizes and protects access rights for small-scale fisheries”. The 32nd Session of the Committee on Fisheries (COFI) agreed that the data submitted as a result of the Code of Conduct for Responsible Fisheries (CCRF) survey could be applied by member states as a means to report on the SDG indicators. For SDG Indicator 14.b.1, specifically, variables were selected from three of the five CCRF survey questions relating to small-scale fisheries.

The fishing industry benefits the people and economies of the Pacific in various ways but the full value of these benefits is not reflected in the region's statistics. Records may be maintained but they are not complete, or accurate, or comparable. The research summarized in this report reaffirms the importance of this sector to the economies and societies of the Pacific island countries. The research reveals that the full value of fisheries is likely to have eluded statisticians, and therefore fisheries authorities, government decision makers, and donors. But its value has never escaped the fisher, fish trader, and fish processor. The difference in appreciation between public and private individuals must raise the question of whether fisheries are receiving adequate attention from the public sector---including the necessary management and protection, appropriate research, development, extension and training, and sufficient investment.

Aquatic agricultural systems (AAS) are places where farming and fishing in freshwater and/or coastal ecosystems contribute significantly to household income and food security. Globally, the livelihoods of many poor and vulnerable people are dependent on these systems. In recognition of the importance of AAS, the CGIAR Research Program (CRP) is undertaking a new generation of global agricultural research programs on key issues affecting global food security and rural development. The overall goal of the research program is to improve the well-being of people dependent on these systems. Solomon Islands is one of five priority countries in the AAS program, led by WorldFish. In Solomon Islands, the AAS program operates in the Malaita Hub (Malaita Province) and the Western Hub (Western Province). This program and its scoping activities are summarized in this report.
