During China's late imperial period (roughly 1400-1900 CE), men would gather by the millions every two or three years outside official examination compounds sprinkled across China. Only one percent of candidates would complete the academic regimen that would earn them a post in the administrative bureaucracy. Civil Examinations assesses the role of education, examination, and China's civil service in fostering the world's first professional class based on demonstrated knowledge and skill. While millions of men dreamed of the worldly advancement an imperial education promised, many more wondered what went on inside the prestigious walled-off examination compounds. As Benjamin A. Elman reveals, what occurred was the weaving of a complex social web. Civil examinations had been instituted in China as early as the seventh century CE, but in the Ming and Qing eras they were the nexus linking the intellectual, political, and economic life of imperial China. Local elites and members of the court sought to influence how the government regulated the classical curriculum and selected civil officials. As a guarantor of educational merit, civil examinations served to tie the dynasty to the privileged gentry and literati classes--both ideologically and institutionally. China did away with its classical examination system in 1905. But this carefully balanced and constantly contested piece of social engineering, worked out over the course of centuries, was an early harbinger of the meritocratic regime of college boards and other entrance exams that undergirds higher education in much of the world today.

A major player in Japanese society is its government bureaucracy. Neither Japan's phenomenal track record in the world marketplace nor its remarkable success in managing its domestic affairs can be understood without insight into how its government bureaucracy works—how its elite administrators are recruited, socialized, and promoted; how they interact among themselves and with other principal players in Japan, notably politicians; how they are rewarded; and what happens to them when they retire at a relatively young age. Yet, despite its pivotal importance, there is no comprehensive and up-to-date study of Japan's administrative elite in the English language. This book seeks to fill that gap. Koh examines patterns of continuity and change, identifies similarities and differences between Japan and four other industrialized democracies (the United States, Britain, France, and Germany), and assesses the implications of the Japanese model of public management. Though many features of Japanese bureaucracy are found in the Western democracies, the degree to which they manifest themselves in Japan appears to be unsurpassed. Koh shows that the Japanese model of public management contains both strengths and weaknesses. For example, the price Japan pays for the high caliber of its administrative elite is the stifling rigidity of a multiple track system, a system with second-class citizens and demoralized "non-career" civil servants who actually bear a lion's share of administrative burden. The Japanese experience demonstrates not only how steep the price of success can be but also the enduring effects of culture over structure. Nearly half a century ago, the economic historian Harold Innis pointed out that the geographical limits of empires were determined by communications and that, historically, advances in the technologies of transport and communications have enabled empires to grow. This power of communications was demonstrated when Japanese Emperor Hirohito’s radio speech announcing Japan’s surrender and the dissolution of its empire was broadcast simultaneously throughout not only the Japanese home islands but also all the territories under its control over the telecommunications system that had, in part, made that empire possible. In the extension of the Japanese empire in the 1930s and 1940s, technology, geo-strategy, and institutions were closely intertwined in empire building. The central argument of this study of the development of a communications network linking the far-flung parts of the Japanese imperium is that modern telecommunications not only served to connect these territories but, more important, made it possible for the Japanese to envision an integrated empire in Asia. Even as the imperial communications network served to foster integration and strengthened Japanese leadership and control, its creation and operation exacerbated long-standing tensions and created new conflicts within the government, the military, and society in general.
