Abstract: Over the past decade, many collaborative watershed partnerships have sought community and stakeholder support to reduce pollution from non-point sources. While collaboration has been promoted by many as a win-win approach, little empirical evidence has shown whether participation in collaborative processes leads to improved water quality in agriculturally-dominated watersheds. This study first looks at the impacts of government on collaborative watershed management and then combines insights from diffusion of innovations literature that relate to the adoption of agricultural best management practices and policies associated with collaborative watershed management. A mixed-method comparative study of farmers in two Ohio watersheds reveals the extent to which collaboration spurs positive environmental and social outcomes and how collaboration is tied to community.

This article emphasizes the critical role of local policy networks for the implementation of agricultural watershed management and the adoption of environmental best management practices. Local networks facilitate diffusion of innovations, the development of social capital, and cultural change. All of these elements are essential for the ability of watershed management programs to successfully solve the water quality collective action problems caused by agricultural nonpoint source pollution. Analyses of survey data from 408 orchard growers in California's Sacramento River watershed demonstrate that exposure to policy networks substantially increases the probability of adopting environmental practices. These findings have important implications for public administration and policies where implementation depends on widespread cooperation and the development of networks with public agencies.

Many grassroots efforts across the U.S. are converging on a balance between ecological systems and cultural backgrounds for watershed management. Watershed planning requires the integration of biophysical, social and economic resources and information. Although research and technology are available with the overall intentions of improving water quality, many stakeholders are hesitant to implement best management practices (BMPs). The objectives of this study were to identify the motivations for and constraints to adopting conservation practices by agricultural producers in the Rayse Creek watershed and secondly, to address the influence of cost-share programs on the producers' adoption behaviors. The study also examined adoption behaviors when cost-share programs were available. The implications from this study need to be considered by agency personnel and land managers when developing policies and watershed implementation plans in agriculturally dominated watersheds similar to Rayse Creek.

Water resource management in the United States is evolving in the face of continuing challenges to protect water quality, provide adequate quantities of water for competing uses, and protect habitat and other natural resources. In many jurisdictions and agencies this evolution is increasingly leading toward adoption of watershed management. This approach is characterized by planning and decision making on a watershed scale, integration of a variety of competing water resource priorities and goals, cooperation of multiple stakeholders and governmental agencies, and increased levels of public participation.
