The goal of our paper is to better understand the economic implications of Temporary Foreign Worker (TFW) programs as well as comprehend the underlying reasons for the rapid expansion of the number of TFWs hired by employers under the Canadian program brought to light in 2014. We present an efficiency wage model that allows for the possibility that a firm, unable to find a worker after advertising for a period of time, may hire a TFW at the advertised wage. Due to the assumed lower outside option for the TFW than the domestic worker, the TFW will exert higher effort than a domestic worker even if the TFW is paid the same wage as would have been paid to a domestic worker. In equilibrium, lower wage offers are made to less-skilled domestic workers when a TFW program of this kind is in place. The model also implies higher unemployment rates for domestic workers after the introduction of a TFW program. Our empirical analysis is based on the confidential master files of the Canadian Census (1991-2006) and the Labour Force Survey (2006-2013). We find that TFWs in Canada work longer hours, have lower rates of absenteeism, and are less likely to be laid off, consistent with higher effort in our model. Moreover, TFWs work at lower wage rates than domestic workers even for similar job characteristics, which is also a prediction of our model.

“The TFW Program was created in 1973 to allow employers to hire foreign nationals to fill gaps in their workforces on a temporary basis. The program has grown and been updated over the years to respond to Canadian labour market conditions. However, employers and temporary foreign workers have expressed long-standing concerns over various aspects of the program. Significant reforms announced in June 2014 have also had an impact on them. In February 2016, in response to feedback from various stakeholders with respect to the TFW Program, the Minister of Employment, Workforce Development and Labour indicated that a comprehensive review of the program was imminent and that a study by a parliamentary committee could offer support in this regard. On 21 March 2016, the House of Commons Standing Committee on Human Resources, Skills and Social Development and the Status of Persons with Disabilities (the Committee) adopted a motion to study the TFW Program, with a “focus on the current program and ways to improve it.” The Committee held a total of five meetings between 11 May and 1 June 2016, during which time it heard from 47 witnesses, including representatives from two federal government departments, labour organizations, advocacy groups, industry associations, business representatives, as well as temporary foreign workers. In addition to these public hearings, the Committee received a total of 63 briefs”--p. 1.

In this study, the authors examine the Temporary Foreign Worker Program, in order to determine the Canadian and Albertan approaches to integrating and protecting these migrants. They consider three possible policy perspectives on the legal status of temporary foreign workers, according to whether the country of employment (1) sees temporary labour migration as an opportunity to integrate the workers; (2) is indifferent to their future position in society; or (3) tries to prevent their integration. In order to determine into which policy perspective Canada fits, the authors analyze three important integration mechanisms: employment, family unity and access to permanent residency. They also argue that the short-term focus of Canada's temporary labour migration policy will not help the country realize its long-term labour market needs and is unfair to the vast majority of temporary foreign workers, who are expected to spend years in Canada without contributing to society in the long run.--Document.
