Agri-trade has been one of the most ‘managed’ of all the sectors World over. It started with keeping agriculture out of the purview of GATT. Thus while countries were willing to accept a common set of rules for trade in manufacturing, most countries were interested in keeping their autonomy with respect to agricultural trade. Later in 1995, agri-trade was included as one of the areas in the WTO but there was and still is a considerable hesitance in accepting one set of rules for agriculture from a whole lot of countries, whether developed or developing. On the other hand, India for its own reasons had been a reasonably conservative player for long. Just after Independence, it was felt that exposure to the World agri-market has the potential to affect the prices of agricultural products in a negative way. Among most of the economies, India also tried to control agri-trade and in this process, tried keeping external vulnerability of agriculture sector very low. Moreover in India, more than 70% of the total employment occurred in agriculture and hence it was feared that any exposure to trade would Jeopardize the livelihood of so many people. In any case it was not easy to penetrate the market of developed countries’ which were and continue to be fairly protectionist.

This report assesses the performance of agricultural and food policy in India and calculates a set of policy indicators providing a comprehensive picture of agricultural support. These indicators, developed by the OECD, are already used regularly in the analysis of the agriculture and food sector in 51 OECD countries and emerging economies and are now available for India for the first time. Government intervention in India is found to provide both negative and positive support to agriculture, with market and trade interventions often depressing prices, while subsidies to fertilisers, water, power and other inputs incentivise their use. This reveals the inherent difficulty in attempting to secure remunerative prices and higher incomes for farmers, while at the same time keeping food prices low for consumers. The report also points to policy-induced pressures on natural resources such as water and soil. Detailed recommendations are offered which, if implemented, have the potential to improve farmers' welfare, reduce environmental damage, alleviate some of the pressure on scarce resources, better prepare the sector for climate change, improve food and nutrition security for the poor, improve domestic market functioning and position India to participate more fully in agro-food global value chains.

Agricultural policy reform is one of the major challenges facing India today. Such reform is required to reduce poverty through faster agricultural growth and to promote more sustainable use of natural resources while ensuring food security. Subsidy policies that promote the use of fertilizer and of electricity for groundwater irrigation are in particular need of reform. While subsidies for these two inputs played a crucial role in achieving India's Green Revolution, they have been criticized during the past decade for benefitting large-scale farmers more than smallholders, placing a fiscal burden on the state, and having negative environmental effects. By analyzing the evolution of these input subsidy policies and examining the political processes involved in efforts to reform them, this study throws new light on the factors that have so far prevented a move toward more pro-poor and environmentally sustainable agricultural input policies in India. The authors show that electoral politics, institutional factors, and policy paradigms or belief systems all play an important role in blocking reform. They identify several policy reform options as well as political strategies that can overcome past obstacles to reform.
