Agreements were entered into for periods of up to ten years. The cropland diverted was devoted to protective conservation uses. The program supplemented the annual commodity acreage diversion programs. Specific incentives were offered to farmers if they shared their land facilities with the public (public Access). Emphasis was given to the development of hunting and fishing areas through conservation practices designed to foster wildlife.
