In March 1994, the Training and Doctrine Command System Manager for the Soldier, the Program Manager Soldier, and the U.S. Marine Corps Systems Command issued a joint call for a front end analysis (FEA) to determine the best design for a load-bearing system for soldiers and marines. The FEA was used in drafting a new user requirements document and initiating the development of a modular load-carrying system which ultimately became known as the Modular Lightweight Load-carrying Equipment (MOLLE). This report presents a summary of the FEA survey and the results from a series of human factors evaluation tests conducted during early MOLLE development. Test methodology and results are presented along with evaluation of the design features of load-bearing equipment important to infantrymen and their missions. This is followed by a discussion of lessons learned in the development of the system.

The U.S. Army conducted a comprehensive front-end analysis (FEA) which surveyed key users and identified critical issues and requirements for developing new load bearing equipment (LBE). From the FEA a detailed users' operational requirements document (ORD) was developed and from both the FEA and ORD the MOLLE emerged. The results of these efforts reveal several things about the methods used, as well as, issues and features of the system developed. This paper discusses the lessons learned about test methodology and features of LBEs found to work or not work for the dismounted combatant.

PERSPECTIVE This book is important to everyone concerned with the design and development of people-oriented systems. The Manpower and Personnel Integration (MANPRINT) program is a major military system procurement initiative adopted by the Army to focus on the needs and capabilities of the soldier. This program is unique in that it integrates six areas of user concerns which include human factors engineering, manpower, personnel, training, health hazards, and system safety throughout the development cycle of Army materiel. Even though MAN PRINT was developed for Army systems, the philosophy and techniques used in this program extend well beyond military systems used by soldiers. It can be applied to all products and systems used by people such as automobiles, airplanes, boats, control rooms, automated manufacturing, telecommunications, computers, and medical equipment. Interestingly, the impetus for MAN PRINT came from the senior managers who buy these systems. During the early and mid-1980s, two Army generals, M. R. Thurman and R. M. Elton, who served successively as the Deputy Chief of Staff for Personnel, were instrumental in fostering MANPRINT development. By the end of the 1980s, this program was integrated throughout the standard procurement system of the Army. The formal statement of acquisition policy is contained in Army Regulation 602-2.
