Book Description
Updated June 27, 2003. This year, Congress is scheduled to reauthorize Head Start, a federal-to-local grant program for the provision of early childhood education and comprehensive services, including health, nutrition, parental involvement, social, and other services, for low-income preschool children and their families. On May 22nd, Representative Michael Castle (R-Delaware), the Chairman of the Subcommittee on Education Reform, House Committee on Education and the Workforce, filed the first reauthorization bill of the process. On June 19th, the full Committee passed a substitute version of that original legislation and made further amendments. This preliminary analysis provides section-by-section details on what the bill proposes, noting where questions remain about the meaning and intent of the language.
