In January 2014, for the first time in the history of federal farm legislation going back to the Great Depression, all four members of the US House of Representatives from Kansas voted against the Farm Bill, despite pleas by the state’s agricultural leaders to support it. Why? The story of the Agricultural Act of 2014, as it unfolds in Framing the Farm Bill, has much to tell us about the complex nature of farm legislation, food policy, and partisan politics in present-day America. The Farm Bill is essential to the continuation of the many programs that structure agriculture in this country, from farm loans, commodity subsidies, and price supports for farmers to food support for the poor, notably food stamps. It was in the 1970s, with urbanization increasingly undermining political interest in farm programs, that rural legislators added the food stamp program to the Farm Bill to build support among urban and suburban legislators. Christopher Bosso offers a deft account of how this strategy, which over time led to the food stamp program becoming the largest expenditure in the Farm Bill, ran into the wave of conservative Republicans swept into Congress in 2010. Rural producer organizations (RPOs), such as farmers' organizations or rural cooperatives, offer a means for smallholder farmers in developing countries to sell their crops commercially. RPOs hold particular promise for Sub-Saharan Africa, where small-scale farming is the primary livelihood but commercialization of food crops is very limited. Using the experience of smallholders in Ethiopia as a case study, this research monograph identifies the benefits of RPOs for small farmers, as well as the conditions under which such organizations most successfully promote smallholder commercialization. The evidence from Ethiopia indicates that RPOs do increase farmers' profits from crop sales, but that the beneficiaries do not tend to be the poorest smallholders. Moreover, an RPO's marketing effectiveness is precarious: it can easily diminish if the number or diversity of its members increases or if it provides more non-marketing services. The authors conclude that RPOs have a role to play in the agricultural development of Sub-Saharan Africa, but that role should be complemented by other programs that directly target the poorest farmers. Further, the effectiveness of RPOs should be preserved by allowing them to follow their own agendas rather than being encouraged to take on non-marketing activities. The assessment of RPOs presented in this monograph should be a valuable resource for policymakers and researchers concerned with economic development and poverty reduction in Sub-Saharan Africa.

Throughout history, farm families have shared work and equipment with their neighbours to complete labour-intensive, time-sensitive, and time-consuming tasks. They benefitted materially and socially from these voluntary, flexible, loosely structured networks of reciprocal assistance, making neighbourliness a vital but overlooked aspect of agricultural change. Being Neighbours takes us into the heart of neighbourhood – the set of people near and surrounding the family – through an examination of work bees in southern Ontario from 1830 to 1960. The bee was a special event where people gathered to work on a neighbour’s farm like bees in a hive for a wide variety of purposes, including barn raising, logging, threshing, quilting, turkey plucking, and apple paring. Drawing on the diaries of over one hundred men and women, Catharine Wilson takes readers into families’ daily lives, the intricacies of their labour exchange, and their workways, feasts, and hospitality. Through the prism of the bee and a close reading of the diaries, she uncovers the subtle social politics of mutual dependency, the expectations neighbours had of each other, and their ways of managing conflict and crisis.
