Household solid waste management is a severe problem in East Africa capital cities. Domestic actors tend to be neglected in their role in solving the problem. This book develops a new conceptual framework for analyzing the role of households in solid waste management in East Africa's capital cities. This conceptual framework is derived from the theory of the Modernized Mixture Approach. By focusing on households in informal settlements in particular, domestic routines for handling wastes are analyzed for their technical and social dimensions. By elaborating upon the technical and social aspects of domestic solid wastes and the role of householders in producing and handling these wastes, this book adds to the scanty body of scientific knowledge of sustainable waste management by householders in East African countries. The knowledge generated with respect to technical and social dimensions can be used in the future by researchers and policy makers in SWM policies both in East Africa and comparable situations elsewhere in the world.

This book brings together two bodies of research on urban Africa that have tended to be separate, studies of urban land use and housing and studies of work and livelihoods. Africa's future will be increasingly urban, and the inherited legal, institutional and financial arrangements for managing urban development are inadequate. Access to employment, shelter and services is precarious for most urban residents. The result is the phenomenal growth of the informal city. Extra-legal housing and unregistered economic activities proliferate and basic urban services are increasingly provided informally. Recent decades of neo-liberal political and economic reforms have increased social inequality across urban space. After an introductory chapter by the editors, the contributions are grouped into the following sections: - LOCALITY, PLACE, AND SPACE - ECONOMY, WORK, AND LIVELIHOODS - LAND, HOUSING, AND PLANNING The case studies are drawn from a diverse set of cities on the African continent. Despite its many challenges and limitations the concept of in situ upgrading of informal settlements has become one of the most favoured approaches to the housing crisis in the ‘Global South’. Due to its inherent principles of incremental in situ development, prevention of relocations, protection of local livelihoods and democratic participation and cooperation, this approach is often perceived to be more sustainable than other housing approaches that often rely on quantitative housing delivery and top down planning methodologies. While this study does not question the benefits of the in situ upgrading approach, it seeks to identify problems of its practical implementation within a specific national and local context. The study discusses the origin and importance of this approach on the basis of a review of international housing policy development and analyses the broader political and social context of the incorporation of this approach into South African housing policy. It further uses insights from a recent case study in Cape Town to determine complications and conflicts that can arise when applying in situ upgrading of informal settlements in a complex local context. On that basis benefits and limitations of the in situ upgrading approach are specified and prerequisites for its successful implementation formulated.
