In 2009, the International Labour Organization (ILO) celebrated its ninetieth anniversary. The First World War and the revolutionary wave it provoked in Russia and elsewhere were powerful inspirations for the founding of the ILO. There was a growing understanding that social justice, in particular by improving labour conditions, was an essential precondition for universal peace. Since then, the ILO has seen successes and set-backs; it has been ridiculed and praised. Much has been written about the ILO; there are semi-official histories and some critical studies on the organization's history have recently been published. Yet, further source-based critical and comprehensive analyses of the organization's origins and development are still lacking. The present collection of eighteen essays is an attempt to change this unsatisfactory situation by complementing those histories that already exist, exploring new topics, and offering new perspectives. It is guided by the observation that the ILO's history is not primarily about «elaborating beautiful texts and collecting impressive instruments for ratification» but about effecting «real change and more happiness in peoples' lives».

This book charts the turbulent history of the International Federation of Trade Unions (IFTU) from its foundation in 1913, to its dissolution in 1945. Established to protect and advance the interests of workers of all countries and to further international solidarity, the IFTU from the outset was beset by difficulties. This book is the first scholarly exploration of how Christian Democracy kept Cold War Europe’s eastern and western halves connected after the creation of the Iron Curtain in the late 1940s. Christian Democrats led the transnational effort to rebuild the continent’s western half after World War II, but this is only one small part of the story of how the Christian Democratic political family transformed Europe and defied the nascent Cold War’s bipolar division of the world. The first section uses case studies from the origins of European integration to reimagine Christian Democracy’s long-term significance for a united Europe. The second shifts the focus to East-Central Europeans, some exiled to Western Europe, some to the USA, others remaining in the Soviet Bloc as dissidents. The Polish crisis in the early 1980s provoked a great deal of reaction in the West. Not only governments, but social movements were also touched by the establishment of the Iindependent Trade Union Solidarnosc in the summer of 1980, the proclamation of martial law in December 1981, and Solidarnosc's underground activity in the subsequent years. In many countries, campaigns were set up in order to spread information, raise funds, and provide the Polish opposition with humanitarian relief and technical assistance. Labor movements especially stepped into the limelight. A number of Western European unions were concerned about the new international tension following the Soviet invasion of Afghanistan and the new hard-line policy of the US and saw Solidarnosc as a political instrument of clerical and neo-conservative cold warriors. This book analyzes reaction to Solidarnosc in nine Western European countries and within the international trade union confederations. It argues that Western solidarity with Solidarnosc was highly determined by its instrumental value within the national context. Trade unions openly sided with Solidarnosc when they had an interest in doing so, namely when Solidarnosc could strengthen their own program or position. But this book also reveals that reaction in allegedly reluctant countries was massive, albeit discreet, pragmatic, and humanitarian, rather than vocal, emotional, and political.

In the late nineteenth century in a number of continental European countries Christian associations of workers arose: Christian trade unions, workers' cooperatives, political leagues, workers' youth movements and cultural associations, sometimes separately for men and women. In some countries they formed a unified Christian labour movement, which sometimes also belonged to a broader Christian subculture or pillar, encompassing all social classes. In traditional labour history Christian workers' organizations were solely represented as dividing the working class and weakening the class struggle. However, from the 1980s onwards a considerable amount of studies have been devoted to Christian workers' organizations that adopted a more nuanced approach. This book takes stock of this new historiography. To broaden the analysis, each contribution compares the development in at least two countries, thus generating new comparative insights. This volume assesses the development of Christian workers' organizations in Europe from a broad historical and comparative perspective. The contributions focus on the collective identity of the Christian workers' organization, their denominational and working-class allegiances and how these are expressed in ideology, organization and practice. Among the themes discussed are relations with churches and Christian Democracy, secularization, the development of the Welfare State, industrial relations and the contribution to working-class culture. The history of international free trade union organisations during the first two decades of the Cold War is an important but often neglected aspect of the development of post-war labour and liberalism. In this path-breaking book, Rodríguez García fills this void in the historical literature by offering a comparative analysis of two cases, the European Regional Organisation (ERO) and the Inter-American Regional Workers' Organisation (ORIT), which were created in the early 1950s as regional branches of the International Confederation of Free Trade Unions (ICFTU).
