Demand for tech professionals is expected to increase substantially over the next decade, and increasing the number of women of color in tech will be critical to building and maintaining a competitive workforce. Despite years of efforts to increase the diversity of the tech workforce, women of color have remained underrepresented, and the numbers of some groups of women of color have even declined. Even in cases where some groups of women of color may have higher levels of representation, data show that they still face significant systemic challenges in advancing to positions of leadership. Research evidence suggests that structural and social barriers in tech education, the tech workforce, and in venture capital investment disproportionately and negatively affect women of color. Transforming Trajectories for Women of Color in Tech uses current research as well as information obtained through four public information-gathering workshops to provide recommendations to a broad set of stakeholders within the tech ecosystem for increasing recruitment, retention, and advancement of women of color. This report identifies gaps in existing research that obscure the nature of challenges faced by women of color in tech, addresses systemic issues that negatively affect outcomes for women of color in tech, and provides guidance for transforming existing systems and implementing evidence-based policies and practices to increase the success of women of color in tech.

The "glass ceiling" refers to those barriers that have prevented the advancement of women and minorities into the top levels of executive management in major U.S. corporations. In 1991, the U.S. Department of Labor released a report describing the Glass Ceiling Initiative. This document reports on what occurred in the year following the beginning of this initiative. The overall message is that while progress has been made in the workplace by minorities and women, the commitment and actions that led to the progress must be maintained and enhanced if the goal of full and equal employment opportunity is to be realized. The report discusses recent research data on workplace advancement, which show mixed results. Also noted is Department of Labor data on federal contractors, which show that minorities and women have made progress over the past 10 years. Much of the report concerns the progress of those companies the Department of Labor has monitored through Glass Ceiling Initiative pilot reviews and compliance reviews. These data are presented in anecdotal fashion highlighting a number of examples which show that glass ceiling barriers can be removed. The report cites the following barriers to career advancement and notes that they warrant greater attention: recruitment practices, lack of opportunity to contribute and participate in corporate development practices, general lack of corporate ownership of equal opportunity principles, performance measures, and mobility. The following methods are cited as successful approaches to removing glass ceiling barriers: tracking women and minorities with advancement potential, ensuring access and visibility, ensuring a bias-free workplace, and continued placement of women and minorities into entry-level professional positions. The Departments of the Interior, Agriculture, Navy, and State have made progress in improving women and minority representation in their workforces. However, some groups are still underrepresented on an overall basis and often underrepresented to a greater degree in key jobs. Also, although the numbers of women and minorities in key jobs increased across all white-collar grade and management levels, as of 1992 these groups continued to be less well represented in the higher grades at agencies. Furthermore, the four agencies' milder affirmative employment planning program analyses did not completely address each of the eight required program elements set forth by The Equal Employment Opportunity Commission's (EEOC) Management Directive 714. For example, none of the four completely analyzed its recruitment and hiring, promotions, or separations program elements, all of which are needed to identify the basic causes of underrepresentation. Finally, neither the Office of Personnel Management nor EEOC provided the oversight needed to ensure that agencies' affirmative employment program could effectively correct imbalances in their workforces.
