Writes that Captain [Thomas] Seward has informed him of the ruinous state of brass items in the stores. Suggests the propriety of replacing the cannon, giving them a proper supply of ammunition and sending 20,000 rounds for the infantry - Capt. Seward is pressing for a supply of ammunition as it is expected the enemy will visit the frontier of state soon with a pretty large body of troops. If Heath agrees, Knox asks him to issue an order for Captain Seward to bring to Colonel [John] Crane for items Captain Seward will exhibit to him. Also asks him to order from Mr. [John] Ruddock, Commissary at Fishkill, items like powder and paper for 30,000 cartridges.

Impressed with the importance of West Point for the existence of the United States, says he wanted to make sure the fort was in working order and that its dependencies were well-supplied with cannon and military stores. Says he has made every exertion, but that money and equipment are in short supply. Has included a paper describing the state of ordnance and supplies (not included here). Says if he had all the ammunition he requested he would only have enough for a siege of ten days, but as it is, only half the cannon would be functional. Says many of the 10-inch shells and shot are at Mount Hope and Hibernia in New Jersey. Says the furnaces at Salisbury, Connecticut and Mount Hope might be able to supply West Point, but thinks Pennsylvania can fill in any gaps of supply from those two places. Estimates the deficiencies in ammunition at about 1,000 tons. Says the transportation costs to resupply West Point and its surrounding dependencies could be 250 pounds of Pennsylvania currency. Hopes this information will allow Washington to make an informed decision on supplying the forts. Suggests having stone magazines built to protect the ammunition. Says it would be best to have three magazines built for the garrison, each able to hold 2,000 barrels of powder. Says more pieces of ordnance are damaged by being crammed into poor, weather-soaked buildings than by any other cause. Knox says he was reluctant to bring this matter before Washington, but that he was unequal to the task of fixing the problems without his help. Addressed to the Contractor or Commissary for subsisting the troops at this post. Consists of working drafts of two letters, one on the front and one on the verso. The first, a signed letter dated 16 May 1782, tells the commissary that he must deliver to the artillery artificers the one and a half rations of provisions they were promised upon joining the army. Captain [Thomas] Patten will provide the commissary with a count of how many persons require rations. There is a note at the bottom which appears to be the beginning of another rough draft of the letter. On the verso is an unsigned letter, addressed to the same individual, dated 17 May 1782. Writes, The men who work in the laboratory being under the same Circumstances as they who are drafted from the Brigade and annexed to the Artificers - are also entitled to the same Allowance of Provision. Requested the commissary to follow the orders of a Lieutenant [possibly William] Price, or any officer commanding the party, and treat the return signed by the officer as a warrant to issue the rations.
