Prior to the 1980s and the passage of environmental legislation regulating the generation, storage, and disposal of hazardous waste, Department of Defense (DOD) activities and industrial facilities contaminated millions of acres of soil and water on and near DOD sites in the United States and its territories. The decade of the 1980's brought sweeping environmental changes across the United States. The environmental consciousness of the Nation was awakened and environmental protection and restoration became headline news. Big industry and the Department of defense became major players in the new field. This paper examines some of the pertinent provisions of the major environmental laws affecting military installations. To further define the problem two case studies are presented. The first one deals with the Navy Ships Parts Control Center in Mechanicsburg, Pennsylvania. This study examines the problem in some detail and presents the historical aspects of the problem, the controversy between Federal and State legislation, the cost to the government to remediate an environmental problem, and the obligations assumed by military commanders for compliance with environmental standards, even if violations occurred prior to established and enforced standards. The second case study only looks at the case from the outcome aspect. During the Aberdeen Proving Ground (APG) trial three civilian supervisors were found guilty of violation of environmental law.
