What makes terrorism a unique form of political violence is its underground nature. According to the conceptualization of the phenomenon offered in this book, terrorism is the kind of violence carried out when the perpetrators lack territorial control. There is a strong link between terrorism and secret, clandestine operations, making terrorists attacks ephemeral, as opposed to battles and assaults. The book offers a comprehensive conceptual analysis of terrorism, comparing it with competing theories and views on the subject, such as terrorism is killing civilians, or terrorism is a form of violence that relies on the distinction between direct and indirect targets. The conceptualization advanced here makes sense of some peculiar traits of terrorism, from international attacks (in which the underground constraint is most obvious), to lone-actor ones (in which a single individual commits a deed). It also delimits the possibility of state terrorism as covert operations by security forces, normally abroad. Approaching terrorism in terms of the underground not only makes sense of how we talk about terrorism, but it also generates testable consequences. Through a combination of statistical and comparative analyses, it is shown that the use of terrorism is driven by the degree of asymmetry between the contending parties.

In Becoming the Tupamaros, Lindsey Churchill explores an alternative narrative of US-Latin American relations by challenging long-held assumptions about the nature of revolutionary movements like the Uruguayan Tupamaros group. A violent and innovative organization, the Tupamaros demonstrated that Latin American guerrilla groups during the Cold War did more than take sides in a battle of Soviet and US ideologies. Rather, they digested information and techniques without discrimination, creating a homegrown and unique form of revolution. Churchill examines the relationship between state repression and revolutionary resistance, the transnational connections between the Uruguayan Tupamaro revolutionaries and leftist groups in the US, and issues of gender and sexuality within these movements. Pathological Counterinsurgency critically examines the relationship between elections and counterinsurgency success in third party campaigns supported by the United States. From Vietnam to El Salvador to Iraq and Afghanistan, many policymakers and academics believed that democratization would drive increased legitimacy and improved performance in governments waging a counterinsurgency campaign. Elections were expected to help overcome existing deficiencies, thus allowing governments supported by the United States to win the “hearts and minds” of its populace, undermining the appeal of insurgency. However, in each of these cases, campaigning in and winning elections did not increase the legitimacy of the counterinsurgent government or alter conditions of entrenched rent seeking and weak institutions that made states allied to the United States vulnerable to insurgency. Ultimately, elections played a limited role in creating the conditions needed for counterinsurgency success. Instead, decisions of key actors in government and elites to prioritize either short term personal and political advantage or respect for political institutions held a central role in counterinsurgency success or failure. In each of the four cases in this study, elected governments pursued policies that benefited members of the government and elites at the expense of boarder legitimacy and improved performance. Expectations that democratization could serve as a key instrument of change led to unwarranted optimism about the likely of success and ultimately to flawed strategy. The United States continued to support regimes that continued to lack the legitimacy and government performance needed for victory in counterinsurgency.
