A common perception of global resource scarcity holds that it is inevitably a catalyst for conflict among nations; yet, paradoxically, incidents of such scarcity underlie some of the most important examples of international cooperation. This volume examines the wider potential for the experience of scarcity to promote cooperation in international relations and diplomacy beyond the traditional bounds of the interests of competitive nation states. The interdisciplinary background of the book’s contributors shifts the focus of the analysis beyond narrow theoretical treatments of international relations and resource diplomacy to broader examinations of the practicalities of cooperation in the context of competition and scarcity. Combining the insights of a range of social scientists with those of experts in the natural and bio-sciences—many of whom work as ‘resource practitioners’ outside the context of universities—the book works through the tensions between ‘thinking/theory’ and ‘doing/practice’, which so often plague the process of social change. These encounters with scarcity draw attention away from the myopic focus on market forces and allocation, and encourage us to recognise more fully the social nature of the tensions and opportunities that are associated with our shared dependence on resources that are not readily accessible to all. The book brings together experts on theorising scarcity and those on the scarcity of specific resources. The parliamentary elections of June 7, 2015 brought an end to the AK Party’s 12-year long era of parliamentary majority and single-party government in Turkey. Nevertheless, the endeavors to form a coalition government could not be concluded successfully and another election appeared on the horizon. The country was ruled by an AK Party-led interim government and the elections were repeated five months later on November 1, 2015. While close in time, the two elections were quite distant with regard to the political contexts in which they were carried out, and in their respective results. The November elections witnessed a comeback for the AK Party, which increased its votes by over 9 points with the addition of five million new votes in the ballot box.

In the face of economic crisis and restructuring across Africa, small-scale enterprise has come to play a central role in rural livelihood and accumulation strategies. This apparent dynamism has attracted favourable attention from development thinkers and policy-makers, who have identified non-farm enterprise as a new low-cost agent of rural development. The research in this book challenges the growing consensus on the developmental potential of the non-farm sector. On the basis of recent fieldwork, the author argues that the prospects for non-farm led growth have been seriously undermined by the crippling pressures of structural adjustment, agricultural instability and rural as well as interregional inequality. Detailed village case-studies from the populous and highly commercialized grain surplus region of the Nigerian savanna leads the reader to investigate the link between local economic and social realities, and the wider regional, national and global processes that form the development of the non-farm sector in Africa. Far from offering a bargain solution, the author demonstrates that significant investment in agriculture and entrepreneurial development will be needed to create an enabling environment for non-farm growth.
